HOURS:16 hours per week (over 2 days or flexible)


REPORTING TO:
Estates and Facilities Manager and Executive Director


SALARY:
Pro rata £12, ,000 DOE (FTE £30k - £35k)


ANNUAL LEAVE:
Pro rata 14 days (FTE 35 days) including public holidays


PENSION:6.5% employer and 2.5% employee following 3 months in post


ABOUT OCHIL TOWER SCHOOL, AUCHTERARDER
Ochil Tower is located on a beautiful estate in the heart of Auchterarder.

It is part of the worldwide ideological Camphill movement dedicated to building communities where everyone can find purpose and belonging.

It is a thriving educational and residential community for children and young people between the ages of 8 and 21 with a range of complex additional support needs.

Many of the children and young people at Ochil Tower School have experienced a disrupted and fractured education, and have been referred to the school because of its reputation to provide a nurturing environment.

It aims to deliver the highest level of care and education based on individual needs, in a safe, inclusive, positive and enriching environment.

The school caters for 23 residential and 4 day students within its 4 residential houses.

These houses allow Ochil Tower to create a home from home - an environment where the rhythm of their day and their routines support both day students and residents, aiding their wellbeing and their sense of place in the community.


JOB PURPOSE

  • To ensure that Ochil Tower follows a robust Health and Safety (H&S) Management System and drive forward continuous improvement in our H&S performance.
  • Ensure that all of Ochil Tower's land, buildings and other property are managed in a safe manner and any risks to staff, volunteers, young people and the public are properly understood and minimised.
  • Provide generalist H&S support and oversee our H&S systems and procedures.
  • Review and develop Ochil Tower H&S polices, tailored to the needs and nature of our organisation.
  • Drive forward the structure and culture with regards to H&S requirements, providing hands on help and support to the Senior Leadership Team and other colleagues in Ochil Tower.

MAIN DUTIES

Main Tasks:


  • Ensure the organisation is at all times compliant with the Health and Safety at Work Act 1974 and subsequent legislation and has in place and follows a compliant H&S management system.
  • Coordinate the work of the H&S Committee ensuring it meets regularly identifies and reviews all relevant H&S matters, minutes are taken and actions followed through.
  • Report on weekly basis to Estates and Facilities Manager on current H&S requirements and how Ochil Tower performs against these. Escalate concerns to Executive Director where required. Identify potential future requirements and submit suggestions of how to meet these.
  • Ensure the organisation's H&S management system and Business Continuity Plan remains current and reflects best practice, that policies are routinely reviewed and updated, and that H&S records are accurately maintained.
  • Identify and arrange appropriate H&S training in conjunction with the HR & Development Advisor.
  • Ensure the organisation has effective oncall systems and can respond effectively to emergencies.
  • Ensure that accidents and near misses are properly recorded, notified, investigated, lessons learned and any changes to processes and procedures implemented to prevent reoccurrences.
  • Prepare reports for the Board on H&S, accident and near miss statistics.
  • Encourage a culture across the organisation that takes H&S matters seriously and one where everyone understands their responsibilities and duties and is committed to fulfilling them.
  • Ensure fire safety arrangements and fire risk assessments are suitable and sufficient including appropriate training and that equipment and procedures are maintained in line with legislation.
  • Prompt General Risk Assessments, consider how risk can be reduced and advise on other assessments that may be required.
  • Assist members of staff with the development and review of risk assessments and where appropriate prepare risk assessments for the work undertaken by staff and volunteers.
  • Carry out H&S visits to the various different areas within the organisation and undertake inspection delivering a prioritised action plan which covers those issues that need addressed.
  • Provide advice on a range of specialist areas e.g. fire regulations, hazardous substances, safeguarding machinery.
  • Coordinate and organise effective online recording systems for all H&S matters.
