Consultant Review of Organisational Design, Skills, and Ways of Working for CAFOD's International Programme Portfolio


Background and Context


Catholic Agency for Overseas Development (CAFOD) is the official development and humanitarian relief agency of the Catholic Church in England and Wales.

CAFOD's mission is focused on alleviating poverty and promoting justice around the world by supporting long-term development, advocacy and humanitarian relief.

CAFOD's strategy, Our Common Home seeks to make strategic shifts to our ways of working.

We have started on this journey, seeking to better enable and support leadership of our partners and this will have an impact on CAFOD's own role as an international NGO.

The International Programme division of CAFOD plays a crucial role in managing programmes and providing accompaniment to partner organisations across three regions: Africa, Latin America, and Asia and the Middle East.

Each region is overseen by a dedicated Head(s) of Region, supported by programme management team responsible for the day-to-day management of programmes and partnership relationships.

In addition, the division includes several support functions such as Programme Quality, Integrated Funding & Innovation, Humanitarian Policy and Emergency Response, and Support Teams.

These support functions provide technical assistance to all regional teams, ensuring effective implementation and delivery of the programmes.


CAFOD is seeking an experienced consultant who is familiar with programmatic work within an INGO space to identify areas of improvement and provide recommendations to enhance the effectiveness and efficiency of the division's four key support teams: (1) Programme Quality, (2) Integrated Funding & Innovation, (3) Humanitarian Policy, and (4) Emergency Response and Support Team, and any related roles within the broader International Programme division.

The review will look at the resourcing structure, skills and ways of working.


Objectives
The main objectives of the review are as follows:

  • Discern whether the support functions of The International Programme are best configured to achieve CAFOD's vision, mission and strategic objectives.
  • Determine if current Organisational Design best supports our programmatic work and ways of working.
  • Streamline and identify key skills and competencies that support in delivering CAFOD's international programme portfolio.
  • Review of working, communications channels and coordination amongst teams to inform recommendations
  • Provide recommendations and possible templates to enable improvement for where needed organisational design, skills, and ways of working to enhance the effectiveness, efficiency, and collaboration of the four teams including the programme teams in three regions.
  • Deliver a comprehensive report outlining the findings, analysis, and recommendations of the review.

Scope of Work

The consultant will undertake the following activities:

  • Conduct interviews with key stakeholders, including team leaders, members, and relevant support functions within the International Programme division and other CAFOD teams.
  • Review existing documentation, including team composition, job descriptions, skills matrices, and relevant processes and documents.
  • Analyse the organisational design, distribution of staff and workload across the four teams.
  • Assess the skills and competencies required for each team, considering the specific needs of Programme Quality, Integrated Funding & Innovation, Humanitarian Policy, and Emergency Response and Support Team along with demands from the teams in three regions.
  • Work with the Head of Organisational Development and Impact to determine core skills and competencies for each team.
  • Conduct a skills gap analysis
  • Evaluate the existing ways of working, communication channels, and coordination mechanisms within and between the four teams as well as their interaction with the regional programme teams.
  • Identify any gaps, overlaps, or areas of improvement in the resourcing structure, skills, and ways of working.
  • Provide practical and actionable recommendations
