This role carries responsibility for provision of many elective and non-elective services across the trust, and the oversight of effective demand and capacity planning, and ensuring the efficient and effective utilisation of our resources is paramount to delivering effectively.

In particular it includes oversight of the theatres utilisation and improvement programme.


This is a strategic role; surgical services at the Royal Surrey are central to the future of the Surrey Heartlands Integrated Care System, and the post holder will have a pivotal role in forming and executing the strategy for the provision of surgical services across the region in the coming years.


Core to the Associate Director of Operations role is oversight of delivery against key constitutional quality and safety standards; including referral to treatment standards - in particular overseeing a sustainable reduction in waiting times for elective care, cancer access and standards around the provision of critical care.

In addition, the role will take responsibility for oversight of budgets across all specialties within its remit, and for workforce planning.

The post holder will lead and manage key areas including complaints, governance, risk, and quality improvement projects across the Division and will from time to time deputise for the Deputy Chief Operating Officer and Chief Operating Officer as required.


  • Ensure that the shared organisational vision and strategic aims, values and culture of the Trust are actively promoted and that the postholder provides clear leadership and is a role model for their delivery.
  • Together with the Chief of Service and Divisional Head of Nursing, ensure that clear expectations are set regarding quality and service requirements and that non clinical and clinical staff are working together in successful teams to achieve the Trust's vision and strategic objectives.
  • Support the Chief Operating Officer in dealing with external commissioners, engaging in complex negotiations with regard to service contracts and in addressing operational performance issues raised.
  • In conjunction with the Chief of Service and Divisional Head of Nursing develop and deliver the strategy and performance management of the Division of Access and Medicine
  • Develop and put forward strategic cross division proposals in the internal and external business planning cycle(s) which are consistent with the Trust's short to mediumterm operational objectives and priorities
  • Deliver safe, efficient and effective delivery of care through the nonclinical management team, empowering the Clinical and nursing leadership teams to implement change and make improvements to care as appropriate
  • Responsible for the development and delivery of complex capacity plans to ensure that the Trust meets operational targets

  • Deliver to time and budget against specific projects as allocated by the Chief Operating Officer relating to specific new service developments or service improvement.
  • Take a lead in monitoring, promoting and taking corrective action regarding operational service performance and improvement across the divisions as delegated by the Chief Operating Officer.
  • Synthesise contracts agreed with Commissioners into existing capacity plans to achieve a balance between anticipated demand and available capacity. Increase or decrease clinical capacity to maintain an efficient balance between capacity and demand as required.
  • Participate in the delivery of a robust planning cycle to define the activity levels, capacity, systems and processes required to achieve all standards.
