LOCATION: Northallerton. Regular attendance in the office will be required, in combination with flexible working from home or other offices. There will be a requirement for some travel across North Yorkshire and occasionally beyond.

This is an exciting new opportunity for a tenacious and highly motivated individual who thrives on providing comprehensive and efficient support at the most senior level.


As a result of Local Government Review we are creating a new unitary council which comes into being on 1 April 2023 and this role has been created as part and parcel of the new structure.

The new North Yorkshire Council is geographically the largest Council and 3rd largest Unitary Council in the country. What we do in North Yorkshire holds influence on the national and international basis.


Reporting directly to the CEO, this will afford a fascinating opportunity to play a key role right at the heart of the new organisation in Local Government and will appeal to a talented individual with excellent communication and diplomacy skills who has the ability to work in a confidential environment with the utmost integrity.


You will provide support on matters of policy, research, information and intelligence on a range of issues both in and around the county, as well as working closely with elected members and key partners.

To be successful you will be steeped in the knowledge of workings Local Government and able to navigate within the sector.

Working closely with the Chief Executive is the core focus of the role, and also sits within the newly formed Directorate for Local Engagement, forming part of the Strategy and Performance Team.

You will require a thorough knowledge of local government practice, policy and developments, as well as a comprehensive understanding of national, regional and local politics.


At the same time you must be approachable and be able to work well with others around you, demonstrating tact and respect at all times and maintaining a strong working rapport to ensure the wheels run smoothly and effectively.

ABOUT THE ROLE


Work will be directed from the CEO; as the role provides direct support on matters of policy, research, information and intelligence on a range of issues both in and around the county and will involve working with elected members and partners.

Whilst work will be directed by the CEO you will be part of the wider Strategy and Performance team.

The Strategy and Performance team supports the CEO as follows:


  • Understands the external environment through horizon scanning, ensuring the councils strategic planning, policy and performance frameworks are aligned to a relentless focus on delivery, customer satisfaction and value for money
  • Delivers research papers which underpin a leadership approach to maximising the economic and social potential of North Yorkshire alongside innovation and transformation of service delivery
  • Provides technical leadership in the effective use of information and data to develop strategy, policy and performance improvement including the corporate policy and performance framework
  • Informs, stimulates, challenges and helps strategic leads and partners to develop effective strategies and subsequently to improve performance
