Cost Intelligence Team Leader


Here at National Highways we have an exciting opportunity for a Cost Intelligence Team Leader to join out Commercial and Procurement directorate, based in either Birmingham or Leeds.


You will be responsible for providing advice and support across directorates to develop National Highways capability as an informed and intelligent commercial client.

The role focuses on delivery of the corporate Efficiency KPI objective, ongoing monitoring of efficiency, delivery of the Annual Efficiency Report to our cost monitor (ORR) and holding delivery directorates to account.

Ensure that Efficiency delivery is supported by secondary evidence including movements in cost base and cost drivers across programmes.


What you'll be leading on

  • Leading on the design and implementation of robust processes and systems pertaining to Efficiency and cost capture.
  • Assurance of efficiency claims and cost base reporting, ensuring the quality of reporting withstands scrutiny internally and externally.
  • Supporting the design and implementation of endtoend sub processes for cost intelligence, and reporting on opportunities for improving sustainable value for money and investment decisions. Developing and maintaining robust processes for efficiency generation, delivery, assurance governance and reporting.
  • Working closely with stakeholders to support key activities:
  • Forecast, monitor and understand the impact of risk and inflation, unit cost movements and unfunded headwinds on cost intelligence metrics, including the Efficiency KPI.
  • Develop efficiency generation and reporting processes.
  • Explain unit cost movement in the context of efficiency delivery
  • Developing and maintaining key cost analysis sub processes, systems, controls and forecasting, ensuring that the correct software and support is in place for the business to deliver high quality reporting and advice.
  • Providing specialist advice across the organisation on efficiency and cost intelligence matters in order to act as a centre of excellence.
  • Leading, managing, developing and motivating a cost intelligence team and ensuring that team members comply with all relevant health and safety policy and processes.
