The Centre for Disaster Protection works to prevent disasters devastating lives, by helping people, countries, and organisations change how they plan and pay for disasters.

We focus on disaster risk financing to help ensure that money and plans are in place before a disaster strikes, so that the poorest and most vulnerable people are better protected.

We are committed to work in partnerships across sectors and geographies to drive more impactful and more equitable disaster risk finance that leaves no one behind.

We seek to engage and influence through evidence-led policy and inclusive policy dialogue that bridges both 'local to global' and the humanitarian development climate nexus, targeting the bottlenecks key to effect transformative change of the international crisis financing architecture.


Additionally, we are focused on building effective systems and processes for people and operations that support the Centre to rapidly, yet strategically, scale and grow in a way that supports our people to do their best work through safe challenge, promoting and integrating diversity, equity and inclusion.

Background


The Centre has recently taken on the role of Technical Advisory Group (TAG) Coordinator for the Global Shield against Climate Risks (the Global Shield).

The Global Shield is a joint initiative of the G7/V20 that aims to close protection gaps in climate-vulnerable countries, using a tool-box of pre-arranged finance.

The new Global Shield Financing Structure, comprises three Financing Vehicles, namely the Global Shield Solutions Platform, the Global Shield Financing Facility, and the Climate Vulnerable Forum & V20 Joint Multi-Donor Fund.

The TAG is part of the Global Shield Coordination Hub. The TAG will assist countries as they consider support from the Climate and Disaster Risk Financing Initiative (CDRFI). This involves providing suggestions and advice to the Coordination Hub members and donors.

It will also recommend priority countries for engagement; set quality standards; ensure transparency and review specific requests resulting from discussions in countries.

Additionally, it will work with regional organisations and initiatives to bring in local expertise as needed and analyse funding gaps, providing recommendations.


In addition to the Centre's role as TAG Coordinator, we will also provide Monitoring, Evaluation and Learning (MEL) of the In Country Process (ICP).


The ICP is designed to be an inclusive, country-led process which engages stakeholders relevant to advancing Climate and Disaster Risk Finance and Insurance (CDRFI), including the needs and perspectives of vulnerable and affected groups.

The ICP aims to facilitate greater understanding and informed decision-making by governments on risks, vulnerabilities, protection gaps, and the potential role of different CDRFI interventions and instruments in addressing these gaps.

It ultimately enables countries to submit a request for CDRFI support to the Global Shield.


The stated purpose of the ICP MEL is to assess and improve the functioning of the ICP process, elements and outcomes through a Developmental Evaluation approach.

The purpose of Developmental Evaluation is to capture lessons that emerge while developing and refining new approaches to complex problems.

This approach is well suited to supporting near-real time learning to facilitate iterative adaptation of the ICP.


In its initial phase, the Global Shield is starting activities in eight pathfinder countries and one pathfinder region, namely Bangladesh, Costa Rica, Ghana, Jamaica, Malawi, Pakistan, The Philippines, Senegal, and the Pacific.

Ghana has already completed the ICP, and Pakistan is the next pathfinder country setting up an ICP.

The Centre and DAI are seeking to engage a consultant or organisation for an

Developmental Evaluation of In-Country Processes (ICP) of the Global Shield.
This position will work closely with our core Global Shield TAG Coordination team, reporting to the Associate Director - Policy and Evidence, to deliver a package of MEL for the ICP including:
