Main Purpose:
To provide efficient and effective professional day to day management of surfacing operations.

Operational

  • Compliance with Health & Safety regulations and procedures ensuring that all issues of Health & Safety are monitored regularly, with relevant documentation, records and inspections completed and maintained in a timely and precise manner
  • Preparation, communication and implementation of site specific H & S documentation and procedures and the completion of weekly site inspections.
  • Ensure timely completion and upload of daily plant inspections by surfacing teams and subcontractors
  • In conjunction with Contracts Manager / Workshop Manager, ensure that all plant repairs / faults highlighted on daily plant inspections are completed and closed out in a timely fashion
  • Compliance with Company Quality Management Systems and National Highway Sector Scheme 16 including preparation of Sector Scheme documentation and maintenance of records
  • Day to day planning, execution and supervision of surfacing and associated preparation works including;
  • Management and organisation of surfacing squads (both Inhouse and subcontract) and subcontractors undertaking preparation works and of
  • Liaison with dispatch controllers, asphalt plant operators and quarry managers to ensure effective planning and management of transport fleet and production requirements
  • Setting out and levelling to ensure surface tolerances are achieve
  • Monitoring and control of material usage and daily outputs in accordance with tender allowances
  • Manage quality of workmanship/ materials to ensure high standard of finished product and compliance with contract specification

Commercial

  • Assist with measurement and invoicing of works
  • Monitoring of costs and assist with the preparation of monthly CVRs and sub contract payments certificates for each contract
  • To assist with the preparation of tenders / priced quotations in relation to private surfacing work.

General Duties

  • Ensure that good relations with customers/clients are established and maintained. Portray a professional image to all external bodies, in the management of the contract/project.
  • Liaise with the client on site and represent the company at progress meetings, in order to provide a customer/client focused approach to the project, and in the resolving of operational issues. Client negotiation from inception to final account.
  • Ensure that HR policies in relation to operatives are managed effectively.
  • To undertake any other reasonable duties as required by this function.
  • Close working relationship with the Surfacing Manager providing support and assistance with the day to day management of surfacing and assorted operations.
  • Strong relationship with dispatch controllers, asphalt plant operators and Quarry Managers, Technical Manager and laboratory staff
  • Interdepartmental relationships within the company, including Health and Safety, Quality and Human Resources and Finance teams
  • Develop relationships with customers, subcontractors, suppliers etc. in order to facilitate current and future contracts. Manage and anticipate all customer needs and requirements and ensure feedback is gained on completed works.

Experience/Qualifications:


  • Third level construction related qualification or minimum 2 years experience in similar role within highway works or a related discipline or alternatively, a minimum 5 GCSE's or equivalent, with 5 years demonstrative experience in a similar role within highway works or a related discipline
  • Working knowledge of specifications, materials, plant, works methods
  • Ability to constructively solve problems in a site fast moving environment.

Key Challenges:


  • Strong customer focus with emphasis on increasing customer base and current turnover within private surfacing works in the greater Belfast area, East and South East of Province
  • Effectively managing workforce issues and developing a team environment.
  • Accurate and timely delivery of projects on schedule and within budget, allowing for all resources, materials, plant etc. to be available as necessary
  • An ability to manage without supervision. Knowing how to utilise the relationships with the rest of the management team to assist in the decision making process.
