JOB PURPOSE


Working within the Finance Team to ensure the provision of professional comprehensive financial services to the Councils in the Alliance (HPBC & SMDC) as a Trainee Accountant leading to a permanent Business Partner role.

Responsibilities will increase incrementally with corresponding salary progression based on successful exam results in the Chartered Institute of Public Finance and Accountancy (CIPFA) Professional Accountancy Qualification, and one year of post qualification experience.


JOB DUTIES


Undertake a combination of part-time formal study for approximately three and a half years to achieve the CIPFA Professional Accountancy Qualification, via the Level 7 CIPFA Accountancy Professional Apprenticeship route, alongside significant self-study and practical learning whilst undertaking a variety of work based tasks and responsibilities.

Develop professional and Business Partnering skills, gaining understanding and insight in to finances in the public sector.

Engage with senior members of the Finance team and various Heads of Service across the Councils to be introduced to key skills in leadership and strategic thinking.

Gain a broad mix of experience across council services with combination of in-person and Agile training support.

Working as an integral part of the finance team to contribute to the preparation of budgets, monitoring of financial transactions during the year; prepare quarterly reports; culminating in the production of the Statement of Accounts for both Councils in accordance with professional and statutory requirements.


Focus on a variety of public finance areas including Capital and Revenue Accounting, Collaboration Accounting, Collection Fund, Housing Revenue Account, Treasury Management, and VAT.


Day to day responsibilities for transactional inputs and journals in management of the general ledger, as well as management of responses to Freedom of Information (FOI) requests, preparation of statistical returns, transparency reporting and performance indicators.


Engage in regular one-to-ones to review and support your progress with mentorship from Senior members of the Finance team and existing trainee.

Work collaboratively within the Finance Team supporting the development of a performance management culture to drive continuous improvement


Carrying out other such duties associated with the service area, which the Head of Finance and Principal Finance Officers may require from time to time, to maintain the efficient and effective running of the service.
