About us:


Over the past few years, HM Courts & Tribunals Service (HMCTS) has been working to modernise the Courts and Tribunals service by using new technology and innovative practices.

The goals are to increase access to justice and make services more straightforward for both users and staff.

By March 2025, 14 court and tribunal services will be digitised.

Reformed services are having a significant impact on those who need our justice system, helping the most vulnerable in our society.

Over 2 million people have already our new services.

As the programme nears completion, we have a new phase of projects to deliver. Our portfolio of change comprises many projects aimed at improving the efficiency and accessibility of the courts and tribunals. Our projects include digital transformation, policy and legislative change, innovation, and efficiency improvements.


About the Role:

You will join HMCTS in a high-profile role with significant visibility across the department.

As the lead for the Briefing and Reporting Function, you will be responsible for producing excellent and consistent written narratives telling the story of change from across the portfolio.

To succeed in this role, you will need to be a strong writer with exceptional leadership skills.

You will be self-directed and confident in leading a team and will have a track record of building productive relationships with key stakeholders, such as senior civil servants, ministerial private offices, judicial partners, and other government departments.

Previous experience of working in a project /programme or policy environment would be advantageous, but not essential.

Key Responsibilities:


  • Lead the briefing function, including the monthly reporting cycle for the portfolio office, ensuring that the judiciary, ministers, HMCTS board members, and senior leaders receive a concise portfolio narrative telling the story of change, including key highlights, accomplishments and risks and issues facing projects and programme delivery in HMCTS.
  • Lead on drafting proactive and reactive briefing lines for ministers and senior officials.
  • Produce concise, relevant, and punctual responses for ministers and senior officials.
  • Oversee and coordinate the timely delivery of engagement products such as briefing packs, scripts, slide decks, and technical notes.
  • Build and maintain good working relationships with key stakeholders.

Written skills:Skilled writer with
the ability to summarise and get under the skin of a complex portfolio delivery landscape. We're looking for someone who can succinctly adapt written style, tone and content for senior officials, both internally and externally across government.

Communication:Excellent communication skills. Confident and effective engagement with senior officials, both internally and externally across government.

Leadership:Working independently, take responsibility for the function and manage competing priorities, often in a pressured demanding environment. You will be commitment to high standards, have strong relationship management, and clear thinking.

Working with Private Offices and Ministerial Teams:The ability to build strong working relationships with ministers and senior civil servants to support them with briefings on key decision-making.

Stakeholder Relationships:Strong interpersonal skills and proven capability in building and maintaining stakeholder relationships with a wide range of organisations (whether within or outside government) and people, utilising those relationships to achieve desired outcomes.

Strategic Thinking:The ability to understand and accurately present the direction of the portfolio, and to translate complex or unclear issues into clear messages. Proven capability and experience in picking up complex areas across the portfolio.
