We need to boost our business analysis capacity: to achieve this the post holders will provide a key link between current and future business models, supporting and enhancing delivery on large scale and/or complex projects and programmes.

The right person forthis role will have a proven track record of business analysis, including in agile environments, with the ability to translate strategy and end-to-end business design into detailed outcomes relating to change initiatives.

Immigration Intelligence
Immigration Intelligence is a key business area within Immigration Enforcement.

Immigration Intelligence operates internationally, providing high quality analytical and operational intelligence products for Immigration Enforcement colleagues, as well as widermulti-agency law enforcement and government partners.

The Operational Intelligence Units (OIU) are undergoing an exciting period of transformation to build capability to proactively gather intelligence and develop thematic intelligence campaigns leading to operational activity that has a significant impact onimmigration abuse within their geographical remit.

The Role of a Business Analyst

The Business Analyst will work alongside the Programme Lead and the Project Manager to understand and capture the business needs, then ensure outcomes are aligned with the target operating model by contributing to the link between current and future businessmodels.

They will challenge constructively and facilitate collaboration, whilst leading effective communication with all stakeholders to support design, build and delivery meet the user needs.

Responsibilities.
Map intelligence flows and handoffs through the entire system.
Identify pinch points in activity and look for areas of duplication.
Constructively challenging, negotiating and persuading different stakeholders in order to achieve a consensus in opinion.

Lead the research and gathering of business requirements for the project, developing them into user-stories and determining the need, priority, and value of satisfying each based on the context.

Liaise with BF Officers, technical teams, change teams, delivery teams, the product owner, and various stakeholders to ensure Business Needs are translated into deliverable solutions.

Ensure the delivery of change is made against a fully auditable process by producing artefacts such as: operating models; functional specifications; user cases; user stories; UAT plans and strategy.

Lead on engagement with key stakeholders and ensure project artefacts are used appropriately by the Project Manager and the delivery team.

Identify for opportunities for streamlining of processes.

Evaluate the strengths and weaknesses of identified benefits analysis and lead on identifying business-related actions that will assist with the project delivery.

Employing a range of tools and techniques to map and agree sign-off for "As-Is" and "To-Be" business processes.


Essential Criteria:
Experience working within an IT project delivery environment and developing user stories
Familiarity with agile project management approaches, tools, and phases of the project lifecycle.
Excellent Requirements Engineering and Problem-Solving skills.

Experience of using a broad range of analysis techniques and supporting delivery of requirements from both a technical and business perspective.

Risk and issue management
Flexible and adaptable; able to work in ambiguous situations


Desirable Criteria:
Experience working within a large-scale organizational change effort.
Business Analysis qualifications Public sector or Government experience
Project Management certifications
