JOB SUMMARY


To lead and co-ordinate the day-to-day activities of the maintenance team and work in collaboration with the Senior Estates Officer and Head of Estates in order to deliver an optimised, robust, customer responsive and technically strong service, compliant with relevant policies and statutory directives.

The post holder will provide specialist electrical and mechanical advice, ensure Estates records and site plans are up to date, ensure that systems around site are fit for purpose, safe and well maintained.

Ensure that the maintenance team operate efficiently and effectively in their day to day activity and will also ensure effective co-ordination between operational estates and capital projects in relation to organisation and design issues within the management of the Trusts Estate.


To manage the Estates New Works process, ensuring that Estates Teams and external contractors are working in line with health & safety legislation.

To provide hands-on technical support and deputise for the Senior Estates Officer as required.


PRINCIPAL ACCOUNTABILITIES

PROFESSIONAL

  • Responsible for the effective management and compliant operation of the trust's properties including mechanical and electrical services, building components and grounds within the set safety, governance, quality and cost parameters.
  • Work in conjunction with the Senior Estates Officer to ensure the effective, cost controlled provision of day to day maintenance services in compliance with all relevant statutory legislation, Health Technical Memorandum (HTM), Health Building Notes (HBN) guidance, approved codes of practice, British Standards, etc.
  • Oversee the day to day management of the Electrical, Mechanical, and Building trades inhouse labour workforce and external contractors including defect works, new works requests and programmed Planned Preventative Maintenance (PPM) of engineering plant, equipment and services in accordance with defined NHS standards and procedures as required.
  • Ensure all maintenance craftsmen and contractors work in accordance with the Trusts Permit to Work System, HTM Regulations, Trust Policies and HSE regulations.
  • Deputise for the Senior Estates Officer when required.
  • Be fully conversant with all Estates Procedures and Estates Major Incident Contingency Plans.
  • Undertake (as required) Authorised Person (AP) roles, the ability to undertake these roles will be dependent on existing knowledge, specific training and authorisation by the trusts Authorising Engineer (AE) for each role.

  • Low Voltage Electrical systems
  • Piped Medical Gas Systems
  • Water Services
  • Ventilation
  • Decontamination Services
  • Management of Lifts
  • Provide advice and support for the engineering and construction content of minor and major building and engineering project designs, installation and commissioning in respect of compliance.
  • Demonstrate a competent level of interpersonal skills when providing information of a nonclinical nature to staff and external agencies, maintaining standards of customer service.
  • Prepare tender documents, specifications, commissioning and supervision of mechanical, electrical and building works as directed for small works schemes. Liaising with other staff members of the Trust, direct employed labour and external contractors/agencies.
  • Ensure adherence to all matters related to compliance with statutory regulations and best practice guidance and to formulate plans and proposals to ensure the Liverpool Heart and Chest Hospital's continuing achievement in conjunction with the Senior Estates Officer.
  • Advise the Senior Estates Officer of any noncompliance of statutory aspects and to provide a risk assessment for those aspects where appropriate.
  • Assist with the development of Business Continuity Plan's in Estates areas of activity, critical to maintaining service delivery, patient safety etc.
  • Carry out other Estates management duties to be advised by the Senior Estates Officer & Head of Estates.
  • To liaise with other senior managers across the trust in the delivery and development of customer focused services.
  • Contribute in a broader supporting role to assist in the mentoring and development of any of the Estate department's Engineering Apprentices.
  • Make judgements in assessing and resolving problems where there is more than one solution/range of options e.g. problem solve faulty equipment, interpret operational manuals and establish the best solution.
  • Deal with all enquiries effectively and responsively, deciding upon appropriate followup action.
  • Advise on and organise isolations of engineering services to allow alterations or connections
