Job description:

The Marine Licensing Advisor role lies within UK Technical Services Navigation (TSN) under UK Maritime Services (UKMS).

TSN supports the Government's maritime strategy for 'Safer Ships and Cleaner Seas' by ensuring high standards of marine safety and marine environmental protection through the development, implementation and monitoring of a consistent policy for UK navigation and radio-communication matters.

This primarily covers SOLAS Convention Chapters IV and V (Safety of Life at Sea Convention, 1974); the COLREGs Convention (Collision Regulation Convention); associated and applicable EU legislation and the ITU Convention (International Telecommunications Convention).


The Navigation Team has particular responsibilities around SOLAS V, COLREGs, Marine Licensing, Offshore Renewable Energy Installations, the Port Marine Safety Code, Categorisation of Waters, and Vessel Traffic Management.


There will be a focus on licensing under the Marine and Coastal Access Act 2009 and working with the Navigation Policy Advisor for Offshore Renewable Energy as progress is made towards the government targets for reducing the UK carbon footprint.

The post will assist the Head of Navigation in ensuring the team contributes positively towards the Branch, Directorate and The Big Picture, and to ensure that all internal and external targets are met.

The role will also work closely with the Marine Licensing and Space launch Lead in the licensing of space launch activities.

This is a unique and varied role where no two days are the same.

You will have the opportunity to work with different stakeholders not only within the MCA, but also with other maritime regulators and organisations throughout the UK.

This role will give you vast exposure and allow you to build upon your knowledge and experience of maritime regulations and policies.

This is a fast paced environment where by you can work autonomously to shape the role and make it your own whilst establishing yourself as an expert in marine licensing and consenting.

This role will be based in the Southampton HQ.

MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.

There will be a requirement for you to travel within the UK and occasionally within EU as required. Other locations may be required on a case-by-case basis, however notice will be given prior to travel.

To coordinate responses to all consultations received and liaise with relevant experts and stakeholders across Marine Protected Areas, Ports Marine Safety Code and Vessel Traffic Monitoring
