INEOS FPS:


FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea.

Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS.

FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and either Raw Gas or fractionated Gas Products at Grangemouth.


Job Purpose:


Reporting to the TAR Manager, the post holder will be responsible preparing all aspects of pre TAR contract management and logistics then managing logistics throughout the TAR event.


DIMENSIONS:


  • To be single point of contact in managing up to 30 service companies during TAR execution
  • Range from 50 to >100 people associated with TAR services
  • Estimated value of these contracts over a 5 year period is in excess of £10m
  • Execution of TARs approximately every 2 years and adhoc large maintenance scope
  • TARs ranging in size from between 50,000 to 100,000 direct manhours
  • Where TAR Services include mobile plant, high pressure water washing, chemical cleaning, radiography, bolt torqueing, tensioning, machining, mobile equipment hire, lifting specialists, inspection companies, scrap removal and other specialist contractors as agreed.

pRINCIPLE ACCOUNTABILITIES:


  • Develop and own the TAR service strategy and contract letting plan in consultation with the TAR Manager
  • Identifying service requirements by interpreting TAR plan and workpack scopes
  • Compile contract tender documentation in line with FPS procurement strategy
  • Input service allowances and requirements into the TAR estimates
  • Accountable for delivery of the logistics management plan, ensuring pre TAR activities are complete
  • Agree 3rd Party Contractors required and initial mobilisation dates to assist preengineering with TAR Preps Leader
  • TAR focal point for all services during execution of event
  • Receiving, locating, maintaining and mobilisation of tools and equipment
  • The control of hazardous substances
  • Washbay set up and management
  • Owner of the site plot plan
  • Arranging all Laydown Areas
  • Traffic Management Plan, detailing any areas or roads where traffic is prohibited and approved vehicle routes, with the direction of traffic flow (especially one way systems)
  • Areas for hazardous substances catalyst, chemicals, paint, oil, fuel
  • Mobile equipment storage areas (compressors, generators etc)
  • Location for additional temporary safety equipment
  • Parking areas for cranes, heavy lift cranes and locations marked out and set up of road plates
  • Sourcing and arranging installation of hoses for washing and draining AND temporary pipework
  • Identifying number of hiabs / FLTs / trucks / small vans
  • Control and immediate off hire or rented equipment and services
  • Safety Equipment such as BA, safety signs, harnesses, ropes
  • Supporting post TAR Clearance and return to stock

SPECIAL FEATURES:


  • Key Interface between, TAR Management, SHE, Security, Operations, Contractor Managers
  • Ability to interpret logístical requirements prior to plan being fully developed
  • Application and adherence of Temporary Building Permits
  • Role requires a unique blend of experience of Petrochemical Asset Operations, Maintenance, and Projects Management, including Construction Industry Industrial relations expertise.
  • There will be periods where additional hours and weekends are required to be worked to support TAR and any other unplanned events

Qualifications, knowledge and Skills:


  • Track record in successfully delivering set piece events e.g. plant outages and TARs
  • Experience in managing several contractors and contracts concurrently
  • High level of knowledge of lifting regulations and LOLER
  • A time served maintenance background with good communication and organisational skills
  • HNC and NVQ Level 3 or equivalent.
  • Understanding of the budgeting process and cost control
  • Ability to work under pressure, be proficient in computer systems
  • Be able to network effectively with a strong bias for action
  • Ability to manage multi disciplined teams, both Ineos and 3rd Party
  • Manual Handling Assessor
  • Ability to interpret P&IDs, process flow diagrams, bill of materials, GA's and isometrics
  • Able to communicate effectively at all levels
  • Experience of working within multidisciplined engineering teams
