LINK is the organisation that runs the UK's ATM network, providing access to cash for over 5 million UK consumers every day.

One of the organisation's key objectives is "financial inclusion" and they are focused on ensuring that all consumers have free accessto cash even in the most deprived and remote locations in the UK.


Link Scheme Ltd is based in Harrogate, but they currently support hybrid working with a minimum of 1 day working in the office.


Reporting into the Chief Scheme Development Officer, the Head of Scheme Governance & Development will provide strategic support, direction and guidance to the Board as well as a range of additional internal and external stakeholders.

The Head of Scheme Governance& Development is a key hire and will essentially operate as Deputy to the Chief Scheme Development Officer on all Scheme governance matters, liaising with the Board, Sub-Committees, Senior Management Team and Regulators as required.


The purpose of the role is to:

  • Ensure that appropriate governance is maintained at all times and that the LINK Payment System remains safe and secure in line with regulatory expectations.
  • Support the infrastructure strategy, ensuring that it continues to support Link Scheme Ltd's ongoing role in the provision of access to cash in the UK.
  • Engage with senior stakeholders across the Payment Systems Regulator and Bank of England on regulatory and scheme development matters.


The responsibilities of the position are wide-ranging and varied, and the role will require someone who is able to deal with ambiguity and complexity.

Day to day, the Head of Scheme Governance & Development will be accountable for:

  • Leading a small team with a wide and varied portfolio of responsibilities.
  • Taking ownership for the Scheme's two key contracts (the Members Agreement and the Switching & Settlement Agreement), ensuring that key deliverables and timeframes are established so that all relevant parties meet their respective obligations in a controlledand timely manner.
  • Understanding and management of the Scheme landscape as it relates to the Link Scheme Ltd. documents (e.g. Members Agreement, Switching & Settlement Agreement, Operating Rules, LINK Security Standards etc.), to advise and guide Link Scheme Ltd. in respectof Scheme governance and development.
  • Supporting the Chief Scheme Development Officer with a varied portfolio of special projects.
  • Acting as the point of reference to Network Members on matters relating to LINK membership and constitutional matters.
  • Relationship Management with the infrastructure provider.
  • Providing support, direction and guidance to the broader business on all elements of Scheme governance and development.

The Successful Applicant

  • Experience of operating at a senior management level with extensive exposure to working with Board/C-Suite Executives as well as other internal and external stakeholders.
  • Experience of working in a high pressure and fastmoving regulated environment.
  • Consulting background.
  • Excellent communication skills with demonstrable experience of being able to quickly assimilate, interpret and explain complex issues in a clear and concise manner, often to a range of diverse audiences.
  • Exceptional organisational skills with the ability to manage a workload often with competing priorities and frequent interruptions.
  • Proven experience of working with legal contracts and documentation, being able to disseminate legal requirements into processes and procedures.
  • Proven business analysis skills as well as have a background in Change and Portfolio Management.
  • Proven ability to produce accurate and timely reports for senior management and the Board.
  • Excellent verbal and written communication skills are essential as is showing exceptional attention to detail.
  • Line management experience and proven experience of working effectively as part of a team.
  • Ability to confidently chair challenging crossfunctional and industry committees.
  • Strategic thinker with ability to navigate highly complex matters.
  • Excellent interpersonal skills
