About the role


The Head of Strategy and Performance is responsible for managing and coordinating organisational corporate and regulatory strategy and planning, supporting the creation of a clear vision for the organisation's future success, then developing and managing the frameworks to monitor and report performance.


The post holder is accountable for managing the development of the ICO's 3 to 5-year strategy, supporting senior leaders to define our organisation's direction and choices for the medium to long term.

The post holder will also be responsible for the development and oversight of our annual plan.

The postholder will ensure proportionate and effective monitoring, challenging, and reporting of organisational performance is in place.

Ensuring that our performance information facilitates continuous improvement and drives the ICO's leader's decisions about priorities and resources to achieve our strategic enduring objectives.


Key Responsibilities


Effectively develop, shape, and coordinate the ICO's corporate and regulatory strategy and planning framework and processes, including directorate business planning.


Accountable for managing the transition between strategy and planning - co-ordinating effective strategy setting and leading to clear and deliverable business plans and delivery plans.

Supporting colleagues across the ICO to turn the strategies into tangible plans that support our roadmap to the future.

Lead the continuous development and delivery of an effective performance management framework across the organisation. Continually reviewing performance, and proactively recommending strategic improvement actions to senior leaders, as appropriate.


Ensure systems are in place to identify, manage and escalates performance risks in a way that facilitates appropriate improvement action.


Ensure effective horizon scanning processes are embedded to identify and report on themes that may impact the ICO's performance or require changes to operational and strategic priorities.


Leading and delivering including cross-cutting activity or projects across the organisation, or leading new work that needs scoping, initiation, and development before they are handed over to a permanent team.


Commissions insightful research and analysis from inside and outside the ICO to bring understanding on trends, business models and new opportunities to inform our strategic direction.


Manage the strategy team, setting objectives, identifying knowledge, skills gaps and training needs to ensure team members can develop and are able to fulfil their roles to their fullest ability.


Identify and manage risks and challenges that may impact our ability to achieve our goals, and develop contingency plans as needed.


Effectively monitor and evaluate the progress of our strategic initiatives and reporting on results to senior leaders and other stakeholders, identifying and providing the data that coaches and informs leaders decision making and choices.


Will work collaboratively with the Heads of Service across the directorate and with those in Delivery, and Risk and Governance to ensure that our strategies are deliverable, managed, executed successfully, performance managed and monitored.


Person specification:


About you

  • At least one professional qualification relevant in strategy development of management or equivalent experience demonstrating this level of ability.
  • Experienced in the field of strategy development, planning, performance management and business analysis.
  • Significant experience in strategic planning and delivery of services.
  • Substantial experience relevant to the role, including experience of leading people managers.
  • Experience of leading significant strategy projects from concept to sign off.
  • Experience of engaging and negotiating with internal and senior external stakeholders.
  • Experience of service delivery ideally in a regulated or wider public sector environment.
