We are currently seeking an experienced individual to join this team in the role of Head of IRRBB Methodology and Governance.


Role Purpose:


Working closely with Markets Treasury, Regional IRRBB teams, Strategy Execution & Controls, Treasury Risk Management, Lines of Business, FinOPs, IT, SP&ST to improve HSBC's current IRRBB capabilities in light of the strategy and deliver a planned book of work to remediate identified compliance gaps.


The role holder will ensure that the HSBC Group IRRBB strategy and governance framework is delivered in a timely fashion in a collaborative and constructive working environment, ensuring sustainable success via a robust conduct and regulatory framework.


In this role, you will:

  • Work within the Global Treasury, IRRBB team reporting to the Global Head of IRRBB, act as Methodology and Governance lead for all IRRBB related activities, help to shape and drive the implementation of the new IRRBB strategy by providing daytoday business leadership, harnessing support from Global Treasury colleagues.
  • Enable measured and informed decisions around the required trade off in entity financial resources to achieve the desired level of NII stabilisation.
  • Work collaboratively with colleagues within the Global Treasury Function, IRRBB, and Strategy, Execution and Controls to define a consistent and comprehensive IRRBB strategy, governance and steering approach.
  • Manage a team to drive the implementation of the new IRRBB strategy, and governance framework, define IRRBB risk appetite and be responsible for regulatory interpretation and engagement.
  • Define and implement optimal governance and decisionmaking forums ensuring clear accountabilities for reporting and managing IRRBB, and input into the policy owned by IRRBB 2LOD.
  • Lead activities to improve the measurement and management of all material IRRBB risks and propose IRRBB risk appetite.
  • Support the Global Treasury ExCo for the delivery of overall business objectives as set out in the annual Global performance scorecard. These include measures around financial targets (Revenues, Costs, RWAs) as well as nonfinancial measures / obligations around Capital Management, strategic priorities and Risk and Compliance related topics (Conduct, operational risk).
  • Work in conjunction with the Global Treasury, IRRBB members in ensuring the business continues to operate to the highest levels of operational, governance and accountability standards via wellscoped and managed strategy and framework delivery.
  • Ensure the business operates with the confinements of the agreed risk appetite and in full compliance with all Group and Regulatory requirements.
  • Ensure and promote sharing and adoption of best practice/lessons learned/continual improvement ethos.
  • Support effective management of capital whilst operating within a strict control environment/limit framework and in doing so, optimising profitability.
  • Ensure Treasury senior management are kept informed of all key financial /nonfinancial issues/developments impacting the business by way of acting as a key point of escalation and if required, play a critical part in any subsequent remediation efforts.
Requirements

To be successful in this role you should meet the following requirements:

  • Substantial experience in a Treasury business environment in a leadership role
  • Relevant education and professional qualification an advantage but not a must
  • Very strong knowledge of IRRBB risk management, particularly provision of IRRBB related MI and regulatory reporting, governance frameworks, and external regulatory environment.
  • Relevant product knowledge with emphasis on banking book products, structural hedging frameworks, and associated modelling and metrics (NII, EVE etc), across a combination of regulatory req
