Private Rented Scheme Officer


RESPONSIBLE TO:
Senior Private Rented Scheme Officer


HOURS:

Average of 371⁄2 hours per week on rota of 7.00am - 3.00pm and 12.15pm - 8.15pm shift over 7 days a week.

(4 week shift pattern) including Bank Holidays.


ORGANISATIONAL AIMS:


  • To provide temporary hostel accommodation to homeless people
  • To develop a range of accommodation options and individual capacity building

3. To manage the Association and its projects with good practice and within statutory guidance.

MAIN PURPOSE OF JOB:


To take an active role to increase the availability of single occupancy properties within Cardiff & the surrounding area that meets the criteria of the scheme and maintaining a portfolio.

This role will promote the private rented sector as an important source of move-on accommodation to our service users.

To provide on -going support to service users through-out the life of the Tenancy working in a psychologically informed way and ensuring every contact counts.


MAIN Duties

1. **To provide support to services users to move on into appropriate and sustainable accommodation. As well as to provide support through
- out the life of the tenancy. Specific responsibilities.**a) To carry out individual assessments to identify service users' needs in order to identify if they meet the schemes criteria.

b) To provide information, advice and guidance that enable service users to make informed decisions about their move - on.

c) To represent and advocate with/for service use when appropriate to do so in line with procedures

d) To make referrals to and liaise with relevant agencies and individuals with or on behalf of service users including
- health, welfare benefits, Social services.

2.
To assist with sourcing a portfolio of landlords / Housing Associations in Cardiff and the surrounding area. Promoting the scheme benefits to internal and external teams to maximise usage and ensure sustainability.


Specific responsibilities:

a) To attend landlord forums and promote schemes through presentations.

b) To use social media to advertise and promote scheme via the communication officer.

c) To approach local authorities, landlords and Housing Associations to promote the scheme

d) To keep up to date with and demonstrate awareness and a working knowledge of Local authority directives.

e) To develop and maintain links with relevant agencies.

f) To assist and respond to landlord and tenant concerns, using a restorative approach and managing outcome.


3.
To assist with ensuring the financial obligations are met.


Specific responsibilities:

a) To assist in the rent collection of scheme, including liaising with Housing Benefit Office and Universal Credit.

b) To assist with maintaining the scheme budget following internal guidance appropriately and ensuring the most effective use of finance and resources are utilised to provide value for money.


4.
To assist in general administration as required.


Specific responsibilities:

a) To maintain accurate records and statistical information to allow effective evaluation.

c) To oversee a maintenance program ensuring checks are carried out, and work is carried out to the required standard. Ensure all safety certificates are provided for all new properties and up to date.

d) To assist with the Tenancy Ready Program and consult via meetings, newsletters, events and internal consultation processes.


5.
To carry out the Duty admin role.


Specific responsibilities:

a) To liaise with Cardiff County Council and allocate temporary or emergency accommodation in line with the organisations Access, Allocation and Refusal policy and procedure.

b) To manage and deal with service user crisis/incidents, including anti-social behaviour and neighbour complaints/enquiries, liaising with external agencies where needed.

c) To respond to any issues arising from the use of the premises by the general public.

d) To manage the nightly occupancy of service users. Handing over effectively to the relevant department any concerns that need following up.

e) When acting as Duty Officer to take the lead in the event of fire emergency.


6.
To carry out other duties that reasonably falls within the scope of the post. Specific responsibilities.
a) Responding to emergencies / crisis.

b) Attendance at meetings deemed appropriate by Senior Private Rented Scheme Officer.

c) The Participation in training and supervision.

d) You must work constructively with other departments within the YMCA Cardiff Group.

e) Assisting with jobs that usually fall to another member of staff but in whose absence, failure to carry out the work would present a risk or offence to others or would be detrimental to the organisations' service
