The Operational Lead will be responsible for the professional and clinical leadership, line management and development of the service ensuring delivery of safe, effective and efficient services within an agreed locality.


The post holder will also be responsible for:

  • Implementing Children's service strategies, including workforce strategies to manage the increasing demand for community services.
  • Maintaining high quality, patientfocused care for their service.
  • Achieving and maintaining quality care through the delivery of evidenced based/researchbased practice.
  • Ensuring governance for the service is embedded.
  • The implementation of audit.
  • Managing the budget ensuring a balanced financial position for the individual cost centres.
  • Maintaining a clinical input 80% (management), 20% (clinical).

  • Work with peers and other managers within the services across Provide CIC, and external partners to ensure that service delivery is effective and efficient.
  • Monitor national and local guidance and policy relating to community services and participate in the development of local policies to ensure consistency with national directors and local frameworks.
  • Manage the service in line with agreed financial and quality objectives and be responsible for taking corrective action as required to ensure the efficient and effective management of resources to deliver the desired quality and quantity of service.
  • Ensure that all targets are communicated, understood and achievable.
  • Develop a performance management framework and provide support to colleagues to meet required standards and expand their knowledge and skills.
  • Develop an agreed data set to satisfy the needs of activity reporting and quality reporting and to facilitate clinical review/audit of care.
  • Actively contribute to the production of a monthly performance report for the managed areas and analyse monthly activity information for services provided, taking corrective action to maintain activity targets.
  • Develop and maintain a system to monitor professional registration of staff.
  • Deputise for the Divisional Operational Lead / Assistant Director if required.
  • Provide cross cover for other localities in the absence of peers.
  • Responsible for ensuring staff are familiar with and compliant of organisational policies and standards.
  • Responsible for ensuring that overall daytoday management arrangements are in place to ensure effective health care delivery to patient/users of services.
  • Develop, monitor and implement guidelines and protocols of care, including the development and review of patient care pathways.
  • Plan, monitor and implement clinical service policies.
  • Ensure partnership working with Social Care, the Acute Services and the Voluntary Sector in both the planning and delivery of Health Services.
