Interim PT Procurement Category Specialist - Waste Recycling

£22.48


per hour PAYE

  • For specific categories work closely with key service departments to develop a Procurement strategy for that category that ensures that best value is achieved. Develop and maintain and implement those category strategies agreed
  • Manage all stages of the procurement cycle to ensure that all options for service delivery are considered and contracts are specified, awarded and discharged to meet appropriate commercial, legal, legislative and best value requirements of the Council's, clients and service providers
  • Advice and support on all aspects of procurement, including tender procedures, compliance with legislation, relevant contract terms, tender evaluation strategies and award procedures, contract management techniques and resolution of disputes to minimize both financial and nonfinancial risks to the council.
  • Engage in project work across the procurement team to support the development of the new Procurement team (projects will be allocated as the dept develops)
  • Develop and maintain key data, including a spend map ,vendor map and contracts database for a specific range of categories
  • Post holders will be required to lead, and develop long term strategies and on occasions supervise those that contribute to projects of various kinds, complexity and levels of risk. A high level of project management skill including the ability to plan and coordinate workloads within tight timescales and to secure through persuasion and influence the commitment of others will be essential

  • Qualifications:
  • Experience in category management and commitment to study for CIPS.
  • PRinCE 2 Foundation level desirable
  • Membership of the Chartered Institute of Purchasing and Supply Graduate Diploma
  • Level desirable
  • Work Experience/Job Skills:
  • Commercial understanding of the supply chain and the Procurement cycle
  • Significant procurement experience of ordering, sourcing, tendering, contracting and supplier management for range of services
  • Project management skills and experience
  • Managing the local and strategic relationships with internal customers and external suppliers to achieve financial targets and best value
  • Experience of managing change and in leading and delivering change management projects
  • Excellent verbal and written communication skills
  • Demonstrable understanding of and delivery of strong relationship management techniques.
  • Ability to constantly challenge working practices and create opportunities for continuous improvement
  • Highly numerate, able to absorb and assimilate complex financial and statistical data.
  • Evidence of providing customerfocused services.
  • A flexible team worker
  • Strong IT skills including Microsoft packages
