The Access to Resources Team (ART) at Lancashire County Council was established to source best value placements for Lancashire's children in care; managing the provider market to meet need; and providing quality data/ analysis to identify trends and gaps in provision.

ART sits in the Start Well Policy, Commissioning and Children's Health team and its key roles are to

  • Find fostering, residential and supported accommodation/Independent living placements.
  • Take ownership of the 'business side' of children's social care by acting as a broker between professionals and the market to find the right placement for vulnerable CYP.
  • Finding creative solutions to source more complex placements.
  • Obtaining the best quality and value for money placements for children in care ensuring the best possible match and the optimum use of Local Authority resources.
  • Providing an effective 'knowledge hub' for a range of professionals and managers working with children and families, about the market for support services.
  • Ensure effective management of the market by shaping the market to better meet need.
  • Ensuring effective contract monitoring and reporting arrangements are in place to provide best outcomes and value for money.
  • Support the Local Authority to establish a more effective strategic overview of demand and meet its sufficiency duty by providing quality data/ analysis on the current and future needs of our CLA.
  • Providing intelligence to inform effective commissioning arrangements to ensure the right range of placements are available at the right price to meet need.

ART is seeking to appoint to the following role within the team: Grade 4 Business Support Officer.

The post holder will work under the guidance of the Grade 8
Contracts Manager to support the team.
The role includes (but is not exclusive to) the following tasks:

Daily tasks

  • Answering phone calls on behalf of the team.
  • Assisting with issuing Individual Placement Agreements (IPAs) to providers.
  • Query List support.
  • Supporting the Due Diligence process with new providers.
  • Save electronic files and accurately update team spreadsheets in a timely manner Constant communication with the team and line manager.
  • Completing additional ad hoc tasks from management.

Weekly tasks

  • Requesting vacancy information from fostering, residential and supported accommodation providers and updating the team.
  • Updating team contacts when necessary.
  • Cleansing team folders
  • Liaising with Social Workers around costs of care reviews.
  • Recording and documenting a range of data points.

Cover tasks

  • Supporting the Grade 5 Business Support Officer to maintain team oversight of the CLA Placements Tray on LCS, which includes allocating referrals, sending referrals for screening, saving referrals in case files, and recording information on spreadsheet.
  • Assisting the Placement Northwest Census process.
  • Using specialist case management systems, Liquid Logic, to add costs for Children and Young People who have been placed within fostering, residential and supported living settings
  • Liaising with Children's Social Care teams to ensure that costs are accurate and to amend costs as advised.
  • Liaising with internal LCC teams such as the Children's Social Care Support (Finance) Team, Exchequer Services and Children's Social Care Teams to ensure that agreed invoices are paid.

Key Skills

  • Ability to use specialist software, especially LCS (although full training will be given)
  • Ability to engage with internal teams and external providers.
  • Ability to prioritise, organise and complete tasks and work under pressure with a changing workload.
