Job summary:


The centrally managed Low Value Procurement (LVP) Team sits within the Ministry of Defence's Commercial function under the Transformation and Strategy Directorate.

This Directorate brings together our commercial strategy, policy, capability, systems and processes under a single leadership role.

The LVP team sits under Data and Systems within the Transformation and Strategy Directorate.

The Data and Systems team are responsible for setting and delivering the systems and data strategy for the Defence Commercial Function, ensuring it is aligned to Defence and wider Government requirements.

The team develop, embed, maintain and improve the key commercial processes, data and systems required to enable the Commercial Function and T&S Strategy, driving a culture of "adopt not adapt" and enabling data-driven decision making across the Function.


The LVP Team has a key role in supporting the Department's commercial function through driving efficiency, value for money and continuous improvement in commercial processes and outcomes.

The teams vision statement is to "enable, support and educate the business to procure in an effective, efficient and compliant manner when using LVP routes to market".

The team is the owner and champion of our Routes to Market policy and enabling procurement and departmental staff to utilise simpler approaches where appropriate.

The team also acts as a coaching interface through the LVP Mentoring role to educate the business.

This requires oversight and support to the business in all areas of low value purchasing activity; the primary focus to manage the best use of the Electronic Purchasing Cards (ePC) and the provision of the overall ePC programme.

It also requires addressing coherence across other methods of purchasing such as LVP paper and payments via Bills Direct finance system.

LVP is both a strategic and diverse programme with multiple layers. It attracts high level interest, with annual spend over £350 million per annum.

This position is advertised at 37 hours per week


Job description:


As an LVP mentor you will have responsibility for your own allocated LVP accounts with whom you will work to ensure correct policies and processes are being followed including providing support on the right way to buy.

On receipt of a delegation, you'll have authority to approve temporary uplifts to cards up to a level of £50K.


You'll be proactive in identifying solutions to issues as they arise, working with the senior management team to develop and promulgate policy.

This is a great opportunity to stretch your wings with a clear area of responsibility with access to expert support as needed.

Specific Responsibilities of the post include


Agree, issue and approve the limits of the ePC Commercial Letter of Delegation (LOD) to Budget Holders and others as appropriate.

Ensure all LVP Managers act appropriately under the remit of their delegated Commercial powers.


Monitor LVP spend to promote a more cost-effective means of delivering the requirement by ensuring stakeholders are using the Standard Contracting Template, Enabling Contracts, Service Contracts, MOD Purchasing Systems, etc.

Provide assurance of purchasing activity through a programme of compliance visits to ensure compliance with MOD Policies. Provision of a post-visit compliance report to the Budget Holder and LVP Manager.


Maintain an oversight of individual ePC accounts using Management Information to monitor trends and propose solutions to issues as they emerge.

Scrutinise and provide commercial approval (as appropriate) for all ePC transactions above £10,000

Seek improved business performance through the proposal of new initiatives and policy and service enhancements.


Person specification:

You will be able to work well as part of a team and using your own initiative. Excellent communication skills are essential, and the ability to prioritise a busy and varied workload.

Hold CIPS level 4 Qualification, or be willing to start studying for this within 12 months of taking up the role.
