Estates Services is responsible for the management of Oxford's 450 buildings, University Parks and Gardens, Wytham Woods and commercial, agriculture and residential land.

About the Role


This is a substantive role in a large and growing team with responsibility for a large and highly important portfolio of capital investment.

The post holder will be responsible to the Director of Asset & Space Management and the Head of Capital Projects as the key lead for the Programme Management Office embedding a consistent Programme Management Office approach across the full portfolio of capital investment plans including leading on the administrative management of the capital investment portfolio ensuring correct:
governance; administration; compliance; assurance; information & record keeping; finances; project quality; project performance and improvement initiatives.


The role involves substantial Committee reporting of the capital projects and housing and innovation development portfolios, plays a key role in the development and collaborative decision making of the Intelligent Client role, and takes a lead in defining University policy relating to the housing and innovation development portfolio as well as governance across the portfolio.


The post holder will hold responsibility for the direct line management of up to 10 Programme Support Officers and project/Administrative Support Officers who support the development portfolio, managing the performance and development of the team, as well as resposnsibility for the training of new Project Sponsors, Project Managers and Project Consultants.


About You


You will be educated to degree level or equivalent and hold a professional qualification related to the construction industry or business management, or demonstrable equivalent experience.


You will have:
demonstrable relevant experience within a Programme Management Office role coordinating a substantive capital project programme; experience of successfully defining, authoring and embedding policy and process for a major organisation; excellent written skills and experience of preparation of formal and informal reports, including financial reports, technical briefing and guidance documents; the ability to formulate and defend a position or opinion; strong organisational skills and ability to prioritise competing demands and;


You will be be able to manage a wide remit of tasks and meet deadlines while ensuring a high level of accuracy and attention to detail.

You will be expected to work both independently and unsupervised for the most part, as well as part of a strong team.
