Overview

The Project


Understanding the Welsh Tax Base is one of the key strands of research carried out by the Tax and Welfare research group in Bangor Business School.

Our group brings together economists, accountants, and other social scientists to consider taxation from a variety of perspectives.


This project is aimed at establishing our group as a key centre of expertise for all those wishing to understand the context of taxation in Wales.

Our vision is to leverage our research to enhance tax policy debates and inform public discourse, both in the run up to the 2026 Senedd elections and in relation to ongoing questions over Wales's constitutional future.

This project will develop an updatable database of the Welsh tax base that will be used to facilitate:

  • Regular (quarterly) reports on the evolution of the Welsh tax base, to be disseminated to relevant stakeholders. These reports will facilitate the dissemination of other related research by the group, in the form of policy briefings.
  • Development of tax calculator tools, hosted on the University website, to allow simplistic but meaningful policy analyses. Our tool will allow users to not only change the rates on existing taxes, but also to vary the mix of taxes. Initially, our focus will be on developing a tool that allows users to vary the mix between the main existing devolved taxes (Welsh rates of income tax, council tax, non-domestic rates). Further development will include other existing taxes that might potentially be devolved (e.g. further income tax devolution, corporation tax, air passenger duty), and potential new taxes (e.g. tourism tax, land value tax).Rigorous analysis of the tax policies of the Welsh Government and of all major political parties' manifestos in the lead up to the 2026 Senedd election and the 2027 local elections.
Purpose of the Job

The post is part of an established team working in the area of Welsh taxes.

This project involves designing a database that brings together data from various sources in such a way that it can be easily updated at regular intervals.

The data will come from both external sources and from models of the tax base developed by the group.

The database will form a strong basis for the engagement work of the group in the future, providing a platform to develop impactful research.

The post-holder will be central in developing the database and in populating it with data.

The post holder will also provide support in modelling various aspects of the Welsh tax base, and in developing the means for communicating the contents of the database, including reports and online calculators.

Responsibilities:


  • Collating data from secondary sources. Communication with the producers of those data, e.g. Office for National Statistics (ONS), Valuations Office Agency (VOA), Welsh Revenue Authority (WRA).
  • Model development and practice. Where raw data are not available, the group will model data as appropriate.
  • Configuring and populating database. The database will be designed in such a way as to ease future updating.
  • Developing the specification for online calculators.
  • Developing report templates.
  • Input to initial reports.
