About the role


This role is part of the General Counsel's Office for Virgin Media O2, the JV set up in 2021 between Telefonica SA and Liberty Global plc, merging their UK operations; namely O2 and Virgin Media/Virgin Mobile.

Virgin Media O2 has a network-sharing agreement (Beacon) with Vodafone UK, whereby O2 and Vodafone (the Parties) share active and passive radio access network assets.

Virgin Media O2 and Vantage Towers are shareholders in a joint venture company, Cornerstone Telecommunications Infrastructure Limited (CTIL).

CTIL is responsible for managing (and, in most cases, owns) the passive sharing infrastructure used by the Parties; its activities include the acquisition, design, and build of passive infrastructure for the Parties, as well as consolidation of the Parties' existing site portfolios with a view to achieving an optimised grid of sites.

The Parties also participate in active sharing across the UK.


Information sharing at a network and technology level is inherent in all network sharing arrangements, and Beacon requires the parties to share certain information such as day to day network performance, capabilities, capacity, and coverage requirements.

In order to comply with competition law, only essential information may be shared, sensitive information must be made available only to those who require access and commercially sensitive information must not be accessed/ accessible by either party's wholesale, retail, or strategy business units.

The purpose of this role is to ensure that relevant information flows remain compliant with the Parties competition law guidelines and to provide guidance to when needed.


Key Responsibilities

  • Ensuring Beaconrelated competition law processes and controls are actively owned and operated.
  • Issuing recommendations for improvements in or amendments to procedures based on an assessment of the effectiveness of existing controls.
  • Reporting incidents to internal and/or external legal advisers and assisting with the design and delivery of appropriate responses, tracking remedial action.
  • Providing or assisting with providing competition compliance training for relevant personnel.

What We Need from You:


Essential Skills:


  • A compliance specialist with at least two years' relevant experience (e.g. in operational risk and regulatory compliance management money laundering/financial services/antibribery & corruption, governance and internal controls also considered as skill sets transferable to this role), ideally gained in a regulated company, regulatory authority or through private practice
  • Some knowledge of the communications industry and an understanding of the legal basis of the relevant powers in the Communications Act 2003, would be desirable. Failing that, a knowledge of another regulated sector plus a strong desire to learn how regulation of the communications sector operates, would be acceptable.
  • Educated to at least degree level.
  • Good analytical skills with an ability to present complex issues both in writing and in person, comprehensively, concisely, and appropriately targeted, depending on the audience.
