SECTION 1- MAIN RESPONSIBILITIES: 1.1 Manages the Estates and Technical Services Division including recruitment, induction, training, health and Safety, supervision, discipline, appraisal, development and welfare of all staff in accordance with Trust policies and procedures. 1.2 Contributes as part of the Directorate Management Team to the Trust's Estates Condition & Statutory Investment Plan advising on capital investment in the Estate within a framework which is aware of the future Estate Strategy and Development proposals. 1.3 Manages the Estates and Technical Services budgets, identifying resource requirements and controlling expenditure within allocated budgets, including achievement of income targets and the identification and delivery of identified Estate TEPs. 1.4 Develops the Trust's Energy Management Policy including procurement of energy and utilities with a view to reducing the Trusts carbon footprint.

1.5 Prepares Service Development Plan for the Division demonstrating vision inrelation to sustained development of a client centered service. 1.6 Provides leadership for and line manages the specialist in house estatesmaintenance services. 1.7 Ensures robust Governance arrangements are in place for all Estates related activities. 1.8 Procures outsourced estate maintenance services from specialist contractors, ensuring appropriate quality standards are set and delivered.

1.9 Provides specialist lead on Healthcare Standards (HTMs & HBMs) related to estate maintenance. 1.10 Ensures statutory and NHS standards are identified (As per HTM and met in respect of the inspection, maintenance and compliance of the estate.

Performs the role of "Authorised Person" and Deputy SOM when appropriate or delegates the following roles including; Pressure vessels and systems Traction & Hydraulic Lift Stock Medical Gas Pipeline Systems High and low voltage electrical system safety Emergency electricity generation Portable electrical appliance safety Hot and Cold water systems and systems at risk of incubating legionellae Natural gas distribution systems Boiler plant, steam generation and distribution Ventilation and air conditioning systems Decontamination (Sterilisation equipment) 1.11 Estate lead on the receipt and response to Central Alert System received from the Department of Health.

1.12 Provides specialist support to the Trust Risk Management Group in respect of estates management issues.


1.13 Ensures the Trust's and the Directorate's risk management policies and procedures are communicated and implemented within the Estates and Technical Services Division.

1.14 Responsible for the management of the mobile decontamination facility deployed in support of a CBRN incident handled by the A & E Department.

1.15 Ensure the department operates a well-managed operationally effective service, having in place robust and efficient systems and processes relating to all activities.

1.16 Communicates and implements the Trust's and the Directorate's HR polices and procedures within the Estates and Technical Services Division.


1.17 Develop, maintain and participate in the Divisional on-call service for out of hours response to service requests and incidents.

1.18 Undertakes technical returns for the department as required, including ERIC, PAM, surplus land and 6-Facet survey reports.

SECTION 2- KNOWLEDGE AND SKILLS 2.1 To have the expert knowledge and specialised technical training to safely manage the full range of building and engineering services on the Trust's Estate.

2.2 To have extensive experience of the operational management of estate maintenance services in an Acute Hospital Trust environment at a senior level.
