Job Description Summary:

The Leader, HR Operational Risk, Tax & Compliance provides oversight to a global team that manages employee & payroll information, employment tax and operational risk processes to ensure compliance with legal and regulatory requirements, as well as internal policies and procedures.

This individual will implement and manage several key internal controls within the HR Services function (including payroll, employment tax, workforce administration and other HR support services).

In addition, this role will establish the vision and oversee enforcement of global HR operational risk standards of internal control.

Interprets internal and external business challenges and recommends best practices to improve products, processes, or services. Utilizes understanding of industry trends to inform decision making process. As an expert, you will be responsible for sharing and recommending approaches and best practices toward strategy of services.

Key to success in the role will be using expertise to influence a range of stakeholders and other providers to ensure the accuracy, integrity and confidentiality of payroll information, employee information, HR transactions and solutions.

Essential Responsibilities:


  • Partner with global controllership and tax teams to selfassess, develop, and implement effective local HR Services operational risk control frameworks including payroll and benefits.
  • Support Finance to create procedures and deliver timely and accurate account reconciliations.
  • Lead and implement regulatory projects and ensure maintenance of regulatory systems requirements.
  • Execute annual SOX testing and serve as key Payroll SOX liaison for external auditor.
  • Partner with operations leadership team to develop and maintain an effective control process for Payroll and Benefits Segregation of Duties.
  • Perform adhoc reviews of HR Services (including Payroll and Benefits) account reconciliations, financial transactions, and tax notification red flags.
  • Mentor global regional and local teams where needed to develop operational understanding of the importance of strong internal controls and culture of compliance.
  • Own project governance and operating rhythms; ensure effective communications, reporting and reviews.
  • Lead and oversee a global team in the management of HR operational risk, tax, pay and benefit compliance and controllership standards.
  • Track and research new regulations being proposed, and when they are enacted including local municipalities, state, and Federal law updates/changes.
  • Respond to government investigations and inquiries as key point of contact.
  • Design and lead multifaceted educational and training programs focused on elements of the regulatory and compliance mandates.
  • Lead cross functional teams or projects as operational risk expert. Develop and present business solutions to leaders in functional area.
  • Ensures compliance with legal and regulatory requirements.
  • Stay up to date with changing regulations impacting HR Services operational risk including ensuring that all payrollrelated activities comply with local and national laws, tax does, and labor regulations.
  • Creating and maintain policies and procedures for the payroll function, including those related to data security, confidentiality, and accuracy.

Qualifications/Requirements:


  • This role requires significant experience in the Human Resources & HR Operations Service Delivery. Knowledge level is comparable to a Master's degree from an accredited university or college (or a high school diploma with relevant experience).
  • Requires specialized depth and/or breadth of expertise with payroll governance and/or controllership or related operational risk management within a multinational organization
  • Significant prior professional work experience with demonstrated achievement and leadership in understanding payroll processes, regulatory compliance and/or Operations/Serviceoriented environment strongly preferred
  • Experience with global mobility programs, time and attendance systems and Workday ideally in manufacturing environments
  • Skilled in project management and implementing process improvement initiatives
  • Demonstrated leadership with large global teams
