Main Purpose


RAF Lakenheath is hiring the Pavement and Grounds Foreman to provide supervision and planning for the horizontal and heavy equipment shop.

You will plan work tasks and organize personnel assignments as necessary to ensure effective delivery of work and utilization of personnel/resources while ensuring subordinates comply with US and UK policies and directives.

You will work closely with US military personnel and UK civilians as you establish deadlines, priorities, and work sequences, and plan work assignments based on general work schedules and priorities set by higher level supervisors.

You will coordinate work operations with contractors, shops, organizations as well as local and federal agencies.

As a Supervisor you will determine the number and types of workers needed to accomplish specific projects and redirect individual workers and resources to accomplish unanticipated work.

You will assign work to individuals and provide technical direction and/or help in accomplishing difficult work steps and processes.

The role involves implementing corrective actions within designated authority and to resolve work problems, while recommending solutions to staffing problems, engineering requirements, and work operations.

You will provide performance expectations and appraisals of subordinates and worker's performance.

You will be responsible to plan and establish long range work requirements, such as designing and implementing 1, 5, and 10 year work plans/schedules for maintenance and repair of concrete and asphalt roadways, airfield and runway surfaces, aircraft hangars flooring, and major improvements to base infrastructure.

You will design training programs for subordinates, including military members upgrade training requirements and duties.

The Pavement and Grounds Foreman is responsible for over 600 facilities, covering over 2,300 acres with a combined value of over $5.6B.


Knowledge and Experience Required:


  • Applicants must demonstrate the following:_
  • Knowledge of engineering equipment such as graders, bulldozer or angle dozer blades, front-end loaders, backhoes, trench diggers, and large industrial tractors with de-icer attachment and airfield/street sweeper, alongside knowledge of the different sets of controls or operation of the equipment and attachments.
  • Thorough knowledge of a variety of soil composition and features of the terrain to determine the proper approach and perform the operations necessary to grade the surface.
  • Ability to mix and prepare concrete, pour into forms, spread, and level concrete.
  • Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment.
  • Knowledge of safety regulations, practices, and procedures.
  • Ability to read and interpret blueprints, diagrams, sketches, and technical specifications.
  • Ability to plan and organize work assignments to include determining resources required to accomplish mission.

Other Important Information

  • The work will require the employee to drive a motor vehicle. An appropriate, valid category B, B1, C, C1 driver's license may be required for the position.
  • May be required to work overtime or holidays on short notice.
  • Employee may be required to travel abroad military or civilian aircraft to attend training at locations other than the local community.
  • Work requires some standing, walking, climbing, and light lifting. A physical will be required for this role.
  • Work requires inside and outside work. Incumbent will be exposed to weather, high noise levels, dust and fumes while making visits and inspections of work sites.
  • Position may be designated as mission essential
  • Position is on a fixed schedule Monday to Friday
