Full Time, Fixed Term for 12 months.


Bristol City Council Public Health Team is leading a major transformation of the City's substance use services on behalf of the Combatting Drugs Partnership (CDP).

As the programme is entering its delivery phase, we are recruiting a full-time 12-month programme management role to support the Strategic Transformation Lead in driving through changes during 24/25.


Bristol has the 12th largest prevalence of all English local authorities and a treatment population of over 3500, supported and cared for by a network of local providers.


We have ambitions to treat even more people, developing a range of primary and community services to provide that will improve access, improve quality and outcomes.

A multi-stranded transformation and improvement programme has been agreed by the CDP and national Government who have granted the City an additional £4.9m to secure delivery in 2024/25 cover system flow, criminal justice and housing/homeless interfaces, reducing drug related deaths, improving care in partnership with the NHS and services for children, young people and families.

Enabling workstreams include intelligence and information, user voice and workforce.


Working directly to our Strategic transformation Lead, you will work across all facets of the programme to ensure that all workstreams are mobilised using consistent transformation methodologies and reporting formats, a fluent accountability structure and golden thread is in place, and that programmes deliver to time and task.

Defined lead roles within some project areas will also be agreed affording good development opportunities.


Whilst you do not necessarily need to have extensive experience of the substance use sector, knowledge of and familiarity of managing and delivering complex programmes of change in health and care settings would be an immediate advantage.


Primarily, we seeking a driven and committed individual who takes pride in their work, someone who works to a high professional standard, has excellent organisational skills, a proven track record of programme management and of using programme management tools to monitor and track delivery and show progress.

How do I apply?
**For permanent Bristol City Council employees, this post will be a secondment.

For employees who are currently on a fixed term contract with Bristol City Council, the secondment must not extend beyond the end of the fixed term period to ensure there is a substantive post to return to.

If you are currently a casual worker or a member of an employment agency (currently working with Bristol City Council) this post will be a fixed term contract.
