Description
Provide specialised advice to customers, members of the public, Elected Members and Parish Councils, external organisations and associations regarding processes and protocol followed when diverting or creating public rights of way including timescale, cost and practical aspects of how the process works.
Maintain high standards of customer care in accordance with Council policyConsider legality, practicability and cost of proposals, undertake site visits, conduct GPS surveys.
Inform applicants when a proposal cannot proceed with reasons and suggest possible alternative approaches. Recommend specifications for new paths based on a practical understanding of furniture and physical requirements.
Understand the constraints under which limitations can be provided - Disability Discrimination Act and Highways Act. Liaise with County Valuer where compensation may be payable; assess whether proposals are viable
Undertake informal consultations.
Consider responses to consultations and respond appropriately where necessary
Prepare plans, schedules and Orders for sealing, serve notices and advertise Orders.
Erect site notices
Respond to objections/representations; negotiate the withdrawal of objections to Orders to resolve conflict / in the interest of efficiency and best value.
Knowledge, skills & experience
Experience of the public path order process or experience of equivalent processes with transferable skills
Educated to "A" level standard or equivalent or able to demonstrate equivalent knowledge and skills
Good knowledge of legislation relating to Public Rights of Way
Ability to use and interpret maps
Good written and oral communication skills
Able to work to set time-scales, prioritising where necessary and with minimum supervision
Able to work as part of a team
Experience in using Windows and Microsoft software packages
Ability to influence and negotiate
