Job Title:
Senior Payroll Officer - 3469


Location:
Adelaide Street, Belfast.


Hours of work: 37 hours per week (Monday to Friday: 09.00am to 5pm)


Salary range:
£13.91


Your Duties:


  • To support the Employee Benefits Manager and the Payroll Manager with the provision of a competent, effective, and timely payroll function to the business in line with NIHE Standing Orders, Policies and statutory legislation and employment law.
  • To have robust knowledge of HMRC PAYE and Payroll processes, guidance, and regulations.
  • To be responsible for the delivery of a high level of professional customer service when dealing with personal data.
  • To provide advice and guidance to Employees / HR / Line Managers / Senior Managers on matters concerning employees pay to ensure payments are made in accordance with HR Policies, Standing Orders and any other statutory and employment legislation which may apply.
  • To develop a thorough knowledge of all aspects of the Payroll Cycle enabling the post holder to seamlessly deputise for the Payroll Manager as required.
  • To manage the day-to-day activities of the Payroll Team assisting with the planning, management and organisation of the day-to-day operation, rotating duties as required.
  • To participate in the training and development of Payroll staff and encouraging professional development,
  • To ensure that all overpayments are identified, and recovery action taken in a timely manner.
  • To ensure records are maintained to provide confidence that the correct authorisation of payments, accountability and probity of Payroll financial transactions has taken place.
  • To ensure that Payroll Control accounts are reconciled monthly as instructed by the Payroll Manager.
  • To ensure that all payments in relation to payroll deductions are processed in an accurate and timely manner.
  • To ensure that staff queries are addressed and resolved in a timely manner reflecting the high level of customer service expected from Payroll Staff.
  • To provide statistical information in respect of Payroll transactions to allow for identification and resolution of issues impacting on service.
  • To ensure that all relevant procedures are documented and adhered to by all staff.
  • To ensure that all Payroll returns to HMRC, NILGOSC and other bodies are made in a timely fashion.
  • To be responsible for the maintenance of payroll records including electronic and manual storage in line with GDPR and Record Retention policies.
  • To be an expert in the operation of the Travel and Subsistence system and policies.
  • To ensure that processes are in place to answer queries in relation to Travel and Subsistence and to quality assure the claims process.
  • To assist in the development, monitoring, and implementation of quality processes within the Payroll Team.
  • To participate in testing of the Payroll, Travel and other business systems as required.
  • In conjunction with Payroll Employee and Benefits Manager and Payroll Manager ensure the delivery of the section's objectives and the department's Business Plan.

Experience and Qualifications

Essential
1.

a) Possess a CIPP Payroll Technician Certificate or equivalent relevant (Level 3*) qualification and have at least two years' experience working within in a payroll environment.


Or
b) Can demonstrate a minimum of three years' working within a payroll environment.


  • Demonstrate experience of (Application form / interview)
(a) Processing of payroll using payroll software.

(b) Providing advice on payroll issues and up to date legislation.


Can demonstrate:

  • Excellent planning and organisational skills
  • Ability to work accurately under pressure of multiple deadlines.
  • Excellent attention to detail
  • Robust understanding of payroll legislative requirements
