Role Summary:


The Head of Operational Assurance will lead on developing and executing the LCCC strategy for delivering metering, data services and new regulatory required operational controls across the operations of LCCCs existing and new schemes.


This is a new role which has advanced from LCCC recognising the need to play a central role in Hydrogen and Carbon metering and the subsequent expansion of non-standard electricity and gas industry solutions required to enable accuracy and assurance.


The Head of Operational Assurance will be responsible for developing and managing robust operational systems and processes to provide verified and secure data to enable settlement of the schemes.

Additionally, the delivery and accuracy of sustainability and environmental reporting data, and potentially other areas including potential certification schemes.


The Operational Assurance team will also be responsible for providing technical metering and measurement assurance services across the LCCC schemes, along with advice to government, industry and other stakeholders.


The target is turn LCCC into a Centre of Excellence for Net Zero metering, measurement, data collection and optimised assurance across a range of schemes.

This includes but not limited to the newly developing hydrogen and CCUS type schemes. Essentially any area that LCCC will play a role in the future where operations enable settlement, assurance or certification.


It is of equal importance to lead, recruit and develop a highly skilled and technical team to enable this delivery.


Key Responsibilities:


  • Leadership of a dynamic team where innovation is important to create new solutions and ways of working. Effectively first use design, where we are not supported by the BSC.
  • Additional influence changes to more mature schemes where appropriate, to enable innovation and to support our Net Zero targets
  • Ensuring the right set up and recruitment for a new area, ensuring the right skillsets for a range of activity, including technical assurance, System delivery, operations and audit capability for new first use activity.
  • Leading on metering and/or data policy and code changes and improvements
  • Securing approval of new measurement technologies for use under a code and/or subsidy scheme.
  • Responsibility for procurement and management of data collection services or software with a contract value of over £5 million. Scope and deliver implementation of a functioning automated system for data collection and aggregation.
  • Scope and deliver implementation of a functioning automated system for sustainability and environmental reporting.
  • Scope and deliver implementation of other related automated systems where required.
  • Ensure value for money through commercial negotiation and contract management with chosen systems providers.
  • Design and deliver robust metering verification and assurance services across all LCCC schemes.
  • Design and deliver robust data verification and assurance services across all LCCC schemes.
  • Support Metering Managers in becoming a Centre of Excellence for metering in all relevant technologies.
  • Inhouse verification and assurance where it makes sense to do so; ensure good value for money where outsourcing is the best option.
  • Ensure compatibility of all services provided with the contracts those services are delivering against.
  • Engage with metering and data stakeholders across industry to understand its needs.
  • Lead on developing improvements to the schemes that give optionality to counterparties in the metering and data areas to drive better value for money across industry.
  • Ensure connectivity with LCCC systems and processes, driving value through efficiencies and innovation

Skills Knowledge and Expertise:


  • Experience scoping, delivering and commercially managing complex outsourced systems.
  • Demonstrate leadership to push forward a new area for LCCC into a Centre of Excellence.
  • Operational experience in the electricity or gas industry of metering and/or data verification and assurance.
  • Experience of commercially managing operational fieldbased service delivery contracts.
  • Experience advising internal and external policy colleagues on required technical policy changes to contracts and in aiding the development of new contracts.
  • Be a respected voice in metering and data forums across the areas of the different schemes in order to serve industry better.
