The role

The role is to coordinate several inter-linked workstreams in support of the definition and implementation of USSIM's Data Strategy:

1. Communications & Culture with respect to Investment Management data

2. Investment Data Governance

3. Centralised Data Masters

4. Target Operating Model definition

The role will involve dealing with the senior executive team and non-executive Board at USSIM. As well as working with other Business Change resources such as Business Analysts and other Project Managers, key internal stakeholder teams will include Operations, Investment Desks, Risk, Performance, Legal, Compliance, Procurement as well as Investment Technology, Group Technology, and Information Security teams across the USS group. There will additionally be considerable interaction with third parties, both in terms of leveraging assistance from consultancies and understanding offerings from existing back-office partners and potential new providers.

The role sits within USSIM and reports to the Head of Business Change.

Key responsibilities

The individual will be responsible for establishing a Data Strategy workstream. The individual should be able to work alongside technical consultants who can support USSIM as they design their Data Architecture and define how it integrates with the wider technology platforms used within the organisation.

The programme falls into five broad categories:


Communications & Culture

ExCo and Board education, engagement, updates, and decision making

Broader comms within USSIM

o CBTs to enhance USSIM culture regarding data

o Lunch and learn sessions

o Demos, e.g. data governance or analysis tooling

o Education:
difference between data vs information; embracing data as an asset


Interaction with other workstreams to ensure that USSIM can continue to deliver on other change initiatives, some of which have significant data considerations

o Dependency resolution

o Co-management of resources towards effective problem resolution

o Planning of activities to assist with interim deliveries and futureproofing of solutions

Data Governance

With support from technical external consultancy:

o Establish Data Governance operating model and data principles

o Establish the detailed requirements to support the model and review tooling that would be required

? Formulate input into RFI/RFPs to ensure selection of the right data tooling

o Establish a Data Governance Framework:

? Establish clear roles and responsibilities around data ownership

? Reduce the effort associated with data cleansing, e.g. managing by exception

? Establish scalable and resilient data processes and procedures

? Ensure all data is documented and traceable

Centralised Data Sources

With support from external technical consultancy:

o Establish a target / blueprint Data Architecture to support clear mastering of data

o Identify and prioritise data domains and required taxonomies

o Establish detailed requirements per data domain to capture how data is used across USSIM

o Agree the technology solutions that are required to deliver the Data Architecture

Agree the centralise data masters that USSIM need:


  • Support RFP/RFI to help select appropriate data sources and tooling for USSIM

o Establish technical mechanisms to deliver the mastered data into USSIM's technology solutions

Target Operating Model

Defining and agreeing USSIM's Data Strategy foundational vision and assumptions

Review of current Middle and Back Office Operations, considering current operational changes like Collateral Management:


  • Collation and organisation of the requirements of a target state to realise USSIM's ambitions regarding effective data management

Establish the options around whether

o USSIM's current partners should be replaced, or their duties increased

o Any processes or procedures should change

Work through the impact of any changes on people, process, technology, and data associated with the options identified:

  • **Co-ordinate exploration of the vendor landscape required to support various elements of the potential targ
