Please note this is a part time post and the salary for this position will be pro-rata.

Applications are sought from suitably experienced individuals to join our procurement systems team based at Kirklands Hospital.


The postholder is required to have Knowledge of Procurement / purchasing activities acquired through Scottish Vocational Qualification Level 3, (SVQ3) and/or working towards Chartered Institute of Purchasing & Supply (CIPS) Certificate in Procurement and Supply Operations (Level 2) and/or relevant experience.

They should have an understanding of Standing Financial Instructions, Scheme of Delegation, Purchase to Pay process and cost centre structure within the Health Board.

In addition, the postholder must have experience of Procurement and Supply chain management activity.

Strong evidence of IT literacy is required given the nature of the role as well as analytical and data management skills, in particular how to manage data using Microsoft Excel.

The postholder will possess good communication skills in oral, written and presentation format as well as good organisational skills.

The purpose of the Procurement Systems Officer role is to ensure that eProcurement systems in use within the Health Board are:

  • Deployed and configured appropriately in line with the Standing Financial Instructions.
  • Administered to ensure that data held within these systems are accurate and up to date.
  • Are accessible only to staff with appropriate authority.
  • Are optimised to ensure an efficient and effective purchasetopay process.

The Procurement System Officer is also required to:

  • Assist, coach and from time to time, train end users of these systems on how to use them correctly.
  • Interact with stakeholders ranging from Suppliers, local and national Procurement staff, and Financial Services (both local and the eFinancials consortium) and end users of these systems.
