Job summary:

The Finance Operations and Control team sits within the Assurance, Finance and Control Directorate.

The purpose of the role is to ensure that there is a single strategic direction for the management of all finance operations and control activity across the Department.

They will play a key leadership role across finance, managing a team of c17 posts and providing clear policy and process leadership across a number of key processes.


The post holder will lead the different teams to deliver customer service excellence and drive forward improvements to ensure efficient finance operations that are processed in a robust control environment and assessed through an appropriate compliance regime.


The post holder will bring a coordinated and business partnering approach to operations, ensuring the business can access the services they need in a clear and easy way.

They will embrace change and help the department realise the opportunities of the Matrix Programme which is looking to embed a new ERP solution and ways of working with a business process outsourcing (BPO) provider.


This role requires the post holder to manage 2 teams who provide transactional, operational and corporate support to the Department, whilst also ensuring that targets are delivered.

The post holder will play a key role in developing a deserved reputation for excellent customer service.


Job description:


The Head of Financial Operations will:

  • Manage the effective delivery of financial operations, ensuring that Cabinet Office continues to meet its prompt payment targets and builds on performance in this area;
  • Drive forward an effective policy on income collection and debt management,
  • Look for ways to continuously improve how services are delivered across the department, looking for efficiencies and how to drive better customer service.
  • Work closely with our shared services provider to ensure that the systems are fit for purpose and service level agreements are adhered to.
  • Lead the relationship with HMRC on ensuring the Department is compliant with relevant VAT and IR35 legislation.
  • Monitor the Department's control environment through reporting of key performance indicators.
  • Review, identify and embed best practice policies, processes and protocols to improve financial accounting efficiency and enhance internal controls.


This post holder will need to establish and develop effective working relationships with a number of stakeholders, including the National Audit Office (NAO), HMRC, HMT and business units where a collaborative approach is needed to ensure success.
