  • Balance the team resources between BAU and Project work.
  • Ensure performance targets (KPI's and SLAs (Services Level Agreements)) are met.
  • Promote Council values in all engagements
  • Carry out personnel management (1:1, Performance, Sickness, Recruitment, feedback)
  • Manage all helpdesk incidents to ensure compliance with SLA and quality
  • To be aware of, focus on and engage with Departments and the Community; ensure that services are developed and delivered to achieve agreed outcomes and standards.
  • Implement and maintain the learning and development of the teams.
  • Build resilience in the team by minimising single points of failure.

Special requirements for this post:


  • To manage all aspects of the job or service for which you are responsible to ensure that agreed outcomes are delivered on time, within budget and to the expected standards.
  • Liaise with software supplier regarding faults, enhancements and all complex issues arising or matters not resolved within agreed timescales.
  • To be accountable to the Application & Data Manager, regarding the effective development and delivery of Systems across the Organisation.
  • To understand the priorities, objectives and policies of the Organisation and Department. To effectively manage time to ensure cost effective service delivery.
  • Represent the Organisation in negotiations with external suppliers and service providers etc. as required
  • Participate in a range of initiatives, working parties, activities and project teams that are of a corporate nature, to contribute and support the overall organisation priorities.
  • Personally keep up to date with all professional, technical, and legal developments consistent with the requirements of the post
  • Ensure inhouse developed systems, interfaces, APIs, forms, configurations, documentation are maintained.
  • Managing a team of developers and ensuring the skills development, cross training, documentation, mentoring, succession, sustainability, compliance with software development governance, cyber security, good programming practices and resource availability to maintain service delivery.
  • Mentor junior staff and apprentices and assist with the recruitment of staff where required.
  • Ensure system records and highquality documentation are maintained in accordance with IT policies and processes
  • Assist with the development and maintenance of a software development governance framework and ensure compliance with framework.
  • Support the Application & Data Manager for resource planning and ensuring appropriate staff levels are maintained to fulfil both BAU and project needs
