The West Yorkshire Combined Authority are seeking to appoint two dedicated Project Officers, due to recent internal promotions, to join our friendly and professional teams focussing on programme development and delivery.

It is an exciting time to be joining the Mayoral Combined Authority.

We have a wide variety of exciting projects that we are working on which will help shape the West Yorkshire region.

In 2021 the £1.8bn devolution deal was secured for West Yorkshire.

This meant the first Mayor of West Yorkshire was subsequently elected, with Tracy Brabin taking up post in May 2021.


The devolution deal and election of the Mayor has enabled us to start to drive up living standards for local communities while tackling the climate emergency and helping to deliver our commitment to become a net zero carbon city region by 2038.

The Role:


Devolved funding from central Government is enabling the Combined Authority to invest in Place and Regeneration and measures to tackle the Climate Emergency.


The Economic Implementation Team, is an integral part of the Policing, Environment and Place Directorate and has a diverse and wide-ranging portfolio currently including delivery of Housing and Regeneration, Broadband, Getting Building Fund, Solar Photovoltaic and Battery Storage, Housing Retrofit, Flood Mitigation and Management and Enterprise Zone programmes.


We work in a fast-paced environment and of the two posts available:

  • One post is required initially to support the Brownfield Housing Fund
  • an ambitious £89 million programme which aims to bring forward over 5500 new homes in West Yorkshire by March 2025. The team work alongside district councils, private sector developers and social housing providers to progress schemes through assurance and due diligence and into delivery. The programme is a key element of the Mayor's pledge to delivery 5000 affordable and sustainable homes within their first term in office.
  • One post will initially support enabling works (access road and remediation works) to bring forward our Langthwaite Enterprise Zone for commercial development. The site is the focus of a bid to UK Research and Innovation to fund (a) a national centre for the Convergent Screen Technologies and performance in Realtime (CoSTAR) and (b) production technologies.

Reporting into the Project Manager, the key responsibilities are but not limited to:

  • Support partnership working across the organisation and externally.
  • Work together with your team to ensure targets are achieved.
  • Be an advocate of our strong performance management culture, taking accountability for delivering results.
  • Contribute to a positive working environment for your team, with a solid ethic of working towards achievement of our vision.
  • Take a proactive approach to internal processes, contributing during meetings and interviews.
  • Utilise effective communication channels when working with others.
  • Support programme development and delivery activities.


These posts offer an ideal development opportunity for someone looking to make the next step in their career, assume responsibility for smaller scale project workstreams and gain experience in working on projects and programmes alongside supportive teams.

The posts will be primarily based in Leeds City Centre, with the opportunity to work from home. There may be requirements to undertake site visits and meetings across West Yorkshire.

About you

You will have the following key skills, attributes, education and experience:

  • Knowledge of project management methodologies such as PRINCE2 is preferred, but not essential as development will be provided.


You will have experience of working in a project delivery environment and have excellent planning and organisation skills, be professional and confident communicators with the ability to navigate complex stakeholder relationships and drive progress on project delivery.
