PURPOSE OF ROLE:


  • To provide an expert advice and support service to existing and prospective private rented sector landlords within the PSL portfolio and increase the supply of housing accommodation through acquiring properties in the private rented sector.
  • To document leasing agreements with landlords offering supply of accommodation to the Council.
  • To manage the various incentive packages available to private sector landlords
  • To support the Senior PRS Acquisitions Officer in delivering the Homelessness Action Plan, Housing Strategy and the Councils 5000 New Homes Pledge

DUTIES

  • To be the point of contact for all private sector landlords currently under or offering properties as part of the Councils Private Sector Leasing Scheme (PSL).
  • To provide expert advice to landlords and developers on the options available to them for PSL agreements available to the Council and the terms of such agreements.
  • To be responsible for completing new leases and lease renewals with PRS landlords to secure properties for the use of either leases, Temporary Accommodation, Direct Lets or Find Your Own, and other similar initiatives.
  • To be responsible for ensuring that all incentive payments are efficiently and accurately paid, managed and accounted for.
  • To proactively engage with colleagues in voids and lettings to secure referrals for accommodation secured in the private rented sector.
  • To assist in the procurement and management of new acquisitions to contribute to the overall set annual targets.
  • To assist in the negotiation with Senior PRS Acquisition Officers and options with owners and landlords for acquiring properties under the Council's Private Sector Leasing (PSL), Direct Lets (DL), Housing Association Leasing Schemes (HALS/HALD), Buy Back Scheme (BBS), HMOs and Bed and Breakfast (B&B)
  • Use creative and innovative negotiations skills (including any available incentives or external funding) to sign up landlords to the Council's schemes.
  • To be knowledgeable and be able to advise landlords on health and safety issues, statutory housing fitness and safety requirements for private dwellings including Houses in Multiple Occupation (HMOs) and B&Bs
  • To keep abreast of changes to the subsidy regime and Local Housing Allowance. Maintain statistical data on local rent values, property values and other trends and developments within the housing market.
  • To ensure that operational aspects including set up and renewal of tenancies, licenses and leasing schemes are effectively administered, through effective management.
  • To check and manage the accurate and timely payment of invoices to providers and landlords to ensure proper financial control.
  • To refer tenancy management issues in DL, PSL, PLA, to tenancy sustainment in HIPS, and in PSL maintenance/compliance issues to Resident Services.

KNOWLEDGE AND EXPERIENCE:


  • Experience of working in a customer
- orientated environment.

  • Knowledge and understanding of public sector housing services.
  • Knowledge and Experience of Landlord and Tenant management in the private rented sector.
  • Knowledge of benefits, Local Housing Allowances in the private rented sector
  • Able to demonstrate knowledge of the Housing Act 1996, (as amended by Act 2002) and Homelessness Reduction Act 201
  • Experience of working within a pressurised environment requiring a high standard of service delivery within tight timescales.
  • Advanced knowledge and experience of using Microsoft packages including Word, PowerPoint and Excel packages.
  • Demonstrable experience and skills in building positive and productive relationships with colleagues, partners and customers.
  • Understanding the impact of national and local policies on the housing service, local government processes, drivers and structures.
