An exciting opportunity has arisen within NHS Cheshire & Merseyside ICB for a Designated Professional for Safeguarding Adults to work within Wirral place.


A key focus of the role will be quality and improvement of safeguarding arrangements and the post holder will work with a variety of health and multi-agency partners to over see this.


As part of NHS Cheshire and Merseyside safeguarding function, the postholder (Designated Professional Safeguarding Adults at Risk) will have the strategic oversight for health safeguarding in Wirral Place.

Provide evidence-based advice and training and through supervision services for all professional disciplines across the ICB Wirral Place area.

Establish and maintain professional strategic relationships with Key stakeholders within Wirral, Cheshire and Merseyside and the northwest


Cheshire and Merseyside ICB is a highly complex organisation serving a population of over 2.5 million people across nine Places (Boroughs including local Authorities), 17 NHS Provider organisations, 51 PCNs plus North West Ambulance service as well as third sector and voluntary organisations.

Cheshire and Merseyside is the third largest ICS in the country, and in regard to scope of organisations the ICS is double the size of the next largest ICS.

From a demographic perspective, there are some real challenges within Cheshire and Merseyside. 33% of the population of Cheshire and Merseyside live in the most deprived 20% of neighbourhoods in England. In addition, the population overall suffers from some of the poorest health outcomes in England.

  • The postholder will provide Professional and Clinical Leadership with regards to Adult Safeguarding, acting as a role model.
  • The postholder will undertake the Adult Individual Management Review for Safeguarding Adults Reviews and Domestic Homicide Reviews in conjunction with the Named GP on behalf of NHS Cheshire and Merseyside ICB Wirral Place, reporting to the Associate Director of Quality and Safety Improvement.
  • Develop and implement all appropriate strategies, policies, cross partnership coordination and programme development in relation to adult safeguarding.
  • Review and evaluate strategies, policies and services relating to adult safeguarding. This will include analysis of changes in Government legislation and policy guidance; consideration of advice, analysis, and good practice from "think tanks" and research bodies, government associations, lobby groups etc.
  • Recommend changes in policy to the Associate Director of Quality and Safety Improvement, the ICB and Senior Leadership Team as required.
  • Ensure that the ICB's adult safeguarding strategy, policies and procedures are implemented and delivered in accordance with good equalities and diversity practice.
  • Act as a Clinical Leader on adult safeguarding for and on behalf of the ICB, advising the Associate Director of Quality and Safety Improvement, and Senior Leadership team on adult safeguarding recommendations for change, including commissioning decisions.
  • Provide professional expert advice and clinical guidance, support, and leadership for safeguarding adults at risk including legal aspects of care where appropriate and in conjunction with legal experts within and outside the ICB.
  • Work with NHS Cheshire and Merseyside ICB commissioners to ensure that all NHS Contracted services for adults include key performance indicators, facilitating quality assurance programmes that will measure standards and outcomes and risk in respect of safeguarding and protecting adults at risk.
  • Provide senior professional leadership within care settings.
  • Be responsible for leading on the development of safeguarding audits, reviewing training and development work and safeguarding reporting and dashboard development.
  • Ensure that services commissioned by NHS Cheshire and Merseyside ICB formulate and implement strategies identified through audit, considering service objectives priorities and resources.
  • Ensure systems are in place to identify and manage risk relating to adults at risk of abuse and harm.
  • Lead on the development, organisation, and evaluation of training programmes to all ICB Wirral Place staff.
  • Provide clinical expertise and oversight to training programmes of provider services, Local Authority, and independent contractors through workstream activity.
  • Work in partnership with the Local Authority, Adult Social Care, and other partner agencies to ensure that services provided safeguard adults at risk.
  • Work across organisational boundaries to promote interagency collaboration and joint working, providing input to policy planning and multiagency audit and training programmes.
  • Represent the ICB at relevant meetings, including Safeguarding Boards and contribute to the work of the board by membership of relevant subgroups.
