Job summary:

CAAS is an established and professional organisation within the MOD's Head Office Directorate of Assurance.

We are a collaborative, innovative and inclusive team that provides support, challenge, insight, and assurance to strategic decision making at the heart of Defence.

Our purpose is to provide pan-MOD Cost Management Functional Leadership and Independent Assurance.


Today, the CAAS team of over 280 estimators, cost engineers, project managers, portfolio analysts and accountants provide expert independent costing advice to enable the MOD to make effective business decisions on equipment procurement and support.

CAAS provides dedicated teams to independently support customers across the MOD, including Head Office, Front Line Commands, Defence Equipment & Support and the Defence Infrastructure Organisation.

Job description:


This role provides you with the unique opportunity to support the Operations Senior Executive Officer (SEO) role in all aspects of; the management of the CAAS IPEC processes; PM of the Corporate and Approvals programmes; PM of the Annual CAAS Programme Planning cycle.

The HEO Role also provides secretariat duties to the CAAS Operations Board and the CAAS Programme Management Office (PMO) Community of Practice.


Responsibilities:


  • Support the Operations SEO in the development, definition, promulgation and management of the CAAS IPEC policies and processes, ensuring coherence across the suite, and that documentation relating to the CAAS quality certification is controlled and registered in the required manner.

  • Task databases and Information Management
  • PM Methodologies
  • Products and Services
  • Task Initiation
  • Planning
  • Dependency/Customer Management
  • Output Assurance
  • Learning from Experience
  • Support the Operations SEO as PMO for the Corporate and Approvals programmes.
  • Management of the CAAS Business Information System (BIS); developing, populating and maintaining each year's programme and tasking structure and detail.
  • Development and production of Management Information (MI) as required by the Programme, working with the BIS developers to produce / check information when necessary.
  • Production of MI to support the review and reporting of Programme compliance against IPEC and ensuring all quality standards are being met.
  • Provide secretariat duties to the CAAS Operations Board, ensuring meetings are well planned, set-up and carried out.

Person specification:


Essential Criteria:


The incumbent will have:

  • A relevant Project and Programme Management background.
  • Experience and qualification to HNC/HND, NVQ Level 4 or equivalent.

Desirable Criteria:


The incumbent is expected to achieve APMP within 3 years of taking up the role (where the organisation can support this) and can develop to complete AMP-Q or the Managing Successful Programmes (MSP) certification in line with personal development aspirations.
