We are the new, government-owned policy bank - launched in June providing £22bn of infrastructure finance and partnering with the private sector and local government to finance a green industrial revolution and drive growth across the United Kingdom.


We are looking for skilled and results oriented individuals who are motivated to help us build the UKIB into an industry-leading institution.

Job Purpose


The UK Infrastructure Bank ("UKIB") was launched by the Chancellor of the Exchequer in June 2021 to provide infrastructure finance to help tackle climate change and to support regional and economic growth across the United Kingdom.

UKIB is headquartered in Leeds and already has an office in London.

To build awareness and to ensure strong connectivity to the local economy in all parts of the UK, UKIB will now establish an office in Belfast.


The Director - Banking and Investments will undertake business development and pipeline creation in Northern Ireland will undertake profile related engagements and will help build relationships with the Northern Irish government and institutions and relevant offices of the UK government.

Importantly, the role will encompass helping to develop both the build of the public and private deal pipelines as well as building relationships with local authorities to identify opportunities to support our Local Authority Advisory and Lending Function.


The Director - Banking and Investments will be expected to build strong links into the Banking, Local Authority and Policy teams as well as the wider Leeds based team and will be expected to visit the head office on a regular basis to develop deals, review pipelines and coordinate with the wider teams.

The role will report to MD Banking & Investments.


Core role accountabilities:

  • Help build the profile of the UK Infrastructure Bank in Northern Ireland, by acting as the regionallybased representative of UKIB in Northern Ireland
  • Help UKIB build strong relationships with clients and potential clients as well as professional services teams in Northern Ireland
  • Help develop relationships with relevant Northern Ireland government teams ensuring both awareness and capacity to deploy UKIB financing support to relevant projects is understood, including coordinating effectively with the Bank's policy and strategy team to ensure coherence on government and policy issues
  • Working with Banking and the Local Authority teams, systematically identify projects that fall within the mandate of the UKIB and establish a structured contact strategy to ensure the project sponsors / advisors are both aware of the UKIB financing capabilities and able to access the relevant teams
  • May support the deal process as required on the ground including client and advisor interaction and support in resolving issues that may arise
  • May support the portfolio management process on the ground including site visits and client reviews as required
  • Work with communications team to establish and execute on a targeted communications and engagement planning including discussion panels, conferences and industry specific media in market
  • Work closely with peers and the Banking and Local Authority teams to develop jointly best practice in business development activities across the banking and local authority mandates
  • Such other objectives as necessary including supporting UKIB activities in other parts of the United Kingdom as required

Knowledge, Skills, Experience:

  • Excellent business development and marketing skills with a focus on the corporate sector and a demonstrable ability to effectively build networks and communicate with senior business and public sector stakeholders
  • An ability to represent the bank with senior stakeholders. Strong verbal and written communications skills and a welldeveloped public speaking capability supporting panels and wider public speaking engagements that may occur
  • A strong understanding of Northern Ireland's economy and business / government community
  • Financial services knowledge obtained either through investment, corporate or commercial banking or through close interaction with the sector
  • An understanding of the net zero transition requirements for Northern Ireland and for the United Kingdom as a whole
  • An understanding of Northern Ireland local authority requirements and opportunities for regional and local economic growth
  • A capacity to build strong internal relationships across a dispersed team, a willingness to collaborate and facilitate connections into teams across the Bank
  • A welldeveloped problemsolving capability with a proactive approach to identifying and helping to solve problems impacting financing for the net zero transition and regional and local economic growth
  • A selfstarter with an ability to design a workplan, build alliances and drive progress with colleagues internally and externally
