Overview:


You will be part of a small team of professional planners and business administrators working within Planning, Architecture & Regeneration Division.

The team supports Ministers across a range of planning and historic environment casework, advises Ministers on progress with key development sites and works with applicants, agencies and planning authorities to help to broker solutions with progressing proposals through the planning system.

The expanded team will consist of a team leader and 8 staff, including this post.


The focus of this role is to assess planning and historic environment casework and make swift and sound professional recommendations to Ministers.

You will consider a range of complex and at times high profile proposals from across Scotland, in which Ministers have a strong interest.

You will have considerable autonomy to analyse cases and make recommendations, working to tight statutory and non-statutory deadlines.

You will also contribute to the continuous improvement of working processes and practices across the branch and the wider division.


Responsibilities:


  • Leading for PARD on historic environment policy and liaising with various policy divisions across the Scottish Government, providing professional advice and support on planning and historical environment matters.
- preparing responses to parliamentary questions, Ministerial correspondence and requests for Ministerial briefing
- helping to broker solutions to issues with the progress of development proposals through the planning system.

Essential Criteria & Qualifications:

QUALIFICATIONS

  • Royal Town Planning Institute (RTPI) Membership; and
  • Degree level in Historic Environment or similar discipline or Membership of Institute of Historic Building Conservation (IHBC) or similar.

ESSENTIAL CRITERIA

  • Recent development planning or development management experience in the historic environment.
  • Knowledge and experience of Environmental Impact Assessment legislation and procedures.
  • Organisational skills and an ability to work to tight deadlines.
  • Strong communication skills, both written and verbal.

MINIMUM TIME IN POST


You will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade.
