Contract to start until with a possible extension.


Purpose of job


To deliver an excellent customer focussed service by supporting the Client in providing an efficient and responsive housing standards service.

To ensure the statutory obligations of the Client in dealing with poor housing conditions in the private rented sector are prioritised, regulated and enforced via advice, informal and formal action


To respond to requests for service, primarily in relation to houses in multiple occupation matters dealt with by the team.

Carry out investigations to ensure that, where applicable, housing defects are abated through informal or statutory action.


Take ownership of and effectively manage a caseload of work including the preparation of reports, and letters and to undertake investigations and evidence gathering to support enforcement work, serve statutory notices, assist with formal interviews and the preparation of witness statements.


Assess, monitor, prioritise and review cases to ensure that the most effective means are employed to implement solutions and resolve cases.

Respond to requests for service from residents, elected members, and partners, and provide excellent customer service.

Maintain up to date and accurate manual and electronic data records as necessary to ensure effective case management.

Responsible for implementing the mandatory Houses in Multiple Occupation licensed scheme.


Undertake and advise on new non licensable HMO's, undertaking a full HMO inspection or commenting on a detailed plan, prepare the licence and any conditions for formal approval.

On all HMO inspections advise on fire safety and escape routes following LACORS guidance.

Draw up plans specifying this and using management regulations ensure that works get completed.

Check that space standards, amenities and property conditions are met.

Identify hazards using HHSRS and ensure that the landlord is compliant in completing the works in the given timescale.


Inspect all licensed properties within the statutory timeframe and ensure the licence holder carries out all necessary works to comply with relevant legislation in relation to property condition and management responsibilities.

Develop a collaborative innovative outcome focussed approach to improving housing conditions in the private rented sector.


Develop and maintain close working relationships with other services and partners including colleagues in Planning, Environmental Protection, Building Control, Fire Service, private landlords and tenants.

Undertake formal consultation with the fire service where necessary.


Work closely with the Housing Advice Team and carry out inspections connected with rent deposit and private sector leasing schemes to ensure the landlord and accommodation meets the minimum requirements.

Take responsibility for the investigation and assist with the enforcement of alleged harassment and illegal eviction.

Carry out inspections in relation to immigration enquiries and provide any necessary report regarding future occupation.


Respond to illegal encampments by following protocols including visiting site with the Police and other interested parties and liaison with legal services colleagues.

Assist to serve statutory notices and preparing and presenting evidence to assist with eviction processes.


Qualifications & Experience
At least an HNC or equivalent qualification in a relevant discipline together with at least 2 years' experience.

A minimum of 2 years' experience of delivering customer focussed, quality

services.


Desirable
Educated to degree level or equivalent.


Qualified Membership of either the Royal institute of Chartered Surveyors (RICS); The Chartered institute of Building (CIOB) or any other relevant equivalent professional body.

Experience of representing local authorities in courts and tribunals, including undergoing cross examination.

Experience of managing a caseload.

Experience of liaising with elected members.

Experience of working in partnership with external organisations and agencies.


Experience of drafting written correspondence to customers as well as liaising with them on a face-to-face basis and on the telephone.


Job Specific Knowledge, Skills & Abilities

Essential:


Excellent, up to date knowledge of building construction, specifications and technical standards relevant to the private rented sector and adaptation works.

Ability to inspect residential properties and dwellings and make judgements as to the most appropriate course of action.

Demonstrable knowledge and understanding of the broad Housing Agenda and its impact on society.

Ability to build effective working relationships with a broad cross-section of people across the organisation and with external partners.
