HR Operations Lead Officer


I am working with a Public Sector Organisation based in Bath & Northeast Somerset who are looking for a HR Operations Lead Officer for 3 Months Initially.

The role is full time, to start ASAP and paying up to £21.76 Umbrella per hour. The role is in scope of IR35.

Job Purpose

  • Supervise a team providing an efficient and responsive HR Operations service providing customer friendly advice and guidance to managers and staff across the Council.
  • Supervise the work of an assigned workstream to support the smooth running of a range of HR Operations and wider HR & OD activities.
  • Support the ongoing review and development of HR Operations policy, procedures, systems and processes and initiate ideas to improve the way things are done. Keep up to date with external developments in practice to inform changes in policy and procedure and for use as appropriate when advising customers.
  • Working as part of the HR Operations team and HR & OD service ensuring that an effective, timely and joined up customer service is provided to managers, employees and members across the council.

Responsibilities:


  • Lead the development and delivery of training to our customers on all HR Operations systems and procedures, including coaching Managers and employees through the advice and information given, helping them feel more confident to handle some matters independently in future.
  • Lead the design and delivery of training on HR Operations processes and systems including the creation of accompanying guidance manuals.
  • Support and coach the HR Operations team in coaching managers in initial stages of HR Policy and Procedures.
  • Lead manager/employee dropin sessions on all HR Operations workstream activities.
  • Supervise and coach the team providing clear direction and excellent communication with both direct reports and across wider HR Operations service. Including ensuring effective supervision/121s and performance development conversations are undertaken.
  • Work flexibly across the various functions of the HR Operations Service, learning new skills and sharing existing knowledge and expertise to support colleagues in their learning.
  • Supervise the recruitment team to support the organisation in the timely and effective appointment of employees and workers, ensuring all verbal offers of employment, statutory and safer recruitment checks like DBS and references and any job specific requirements are completed and appropriate evidence is retained on file.
  • Supervise the employment lifecycle team to support all employees and workers via the lifecycle of their employment. To include overseeing the issuing of contract documentation for new starters and changes in conditions of employment.
  • Lead routine payroll validation, production, reconciliation, and exception reporting to ensure costing files balance and all validation errors are investigated and resolved. Ensuring the establishment and maintenance of housekeeping procedures to ensure the operational efficiency of the payroll system.
  • Ensure that all payments and statutory returns including yearend and P11D's are reconciled and paid within statutory deadlines including BACS payments, HMRC, RTI submissions and third party returns.
  • Ensure overpayment invoices are prepared and issued, maintaining a detailed account of all overpayments and recovery plans
Qualifications & Skills

  • Educated to degree level or equivalent
  • CIPD/CIPP Level 5 Foundation Certificate in HR or Payroll practice via an apprenticeship or other qualification route or a willingness to work towards this
  • Experience of supervising a team who provide a range of HR Operations functions including employee life cycle, recruitment, HR system maintenance and development, financial controls.
  • Experience of advising on conditions of service, employee lifecycle matters, recruitment, social media activity and general employment enquiries. Ensuring compliance and consistency across the organisation.
  • The ability to produce simple yet effective workable solutions from a system and procedural prospective
