Job summary:


The three roles are; the head of the Annual Reports and Accounts Team, the head of the Child Maintenance Group Accounts team and the head of the Funding Control team.


Each role needs a leader that is equally at home with technical accounting leadership as well collaborating with key stakeholders both externally and across the Department.

You will have excellent stakeholder engagement experience and be a strategic operator.

These roles will provide an opportunity to work with senior colleagues across Government and deliver against a set of rewarding and challenging outcomes.


Job description:

They must be able to meet the following criteria:

  • Technical Knowledge: A strong track record, experience and understanding of statutory financial reporting and/or working on key fiscal events such as the Spring Statement and Autumn Budget.
  • Communicate and Influence: Experience of developing collaborative relationships with key senior internal and external stakeholders, communicating with confidence on complex financial issues and influencing senior leader's decision making.
  • Make Effective Decisions: Ability to research and assimilate complex information from both internal and external sources and provide accurate, complete and timely advice and guidance.
  • Leadership: Ability to motivate a diverse range of individuals and teams to deliver challenging objectives against tight timescales.
  • Delivering at Pace: Ensure delivery of timely quality outcomes against challenging and highprofile timescales.
  • Hold a full CCAB or CIMA recognised qualification and meet continuing professional development requirements as set out by the appropriate accountancy institute. Please note that membership of AAT or other technician level qualification will not be sufficient.

Annual Report and Accounts role:


  • Be responsible for the timely laying of highquality Annual Report and Accounts, ensuring compliance with HM Treasury and IFRS standards.
  • Delivery of other key reports including the statutory Social Fund Account, the Department's contribution to the Whole of Government Accounts and the production of an accounting statement for the Scottish Government for their devolved benefits.
  • Lead on the relationship with the National Audit Office in the submission of information to them, the accounting and disclosures within the ARA and ensuring the audit is facilitated within the overarching ARA plan.
  • Building and sustaining relationships with senior stakeholders including Analysts, Policy, Legal, Service Delivery, Private Offices and Finance Business Partners.

Child Maintenance Group Accounts role:


  • Be responsible for the timely laying of highquality Client Funds Accounts ensuring compliance with HM Treasury directions and accounting standards.
  • Collaboration with partners within the Child Maintenance Group.
  • Lead on the relationship with the National Audit Office in the submission of information to them, the accounting and disclosures within the accounts and ensuring the audit is facilitated within the overarching timeline and plan.
  • Building and sustaining relationships with senior stakeholders including Analysts, Policy, Legal, Service Delivery, Private Offices and Finance Business Partners.
