The Head of Safeguarding/Designate Professional will play an integral role in the Director of Safeguarding leadership team in shaping the future of Health and Social Care across Lancashire and South Cumbia.

Through previous experience, knowledge and skills, the post holder will build credibility with partners to enable the ICB to discharge its statutory
responsibilities in relation safeguarding.

They will motivate, inspire and work collaboratively to support the transformation and maturing of the ICB safeguarding model of delivery.

This vacancy is open to Designated Nurses within the ICB.


The Head of Safeguarding/Designate Professional will work with the Directors of Safeguarding to provide specialist advise and guidance to the Executive team on all matters relating to safeguarding, and on health-related safeguarding matters to other agencies.

S/he will inform the vision and strategic plan for safeguarding and will be directly involved with other key commissioners such as NHS England and Public Health in the
development and monitoring of safeguarding standards.


The post holder will be responsible for developing and maintaining strong strategic commissioning and provider partnership arrangements with other professionals, agencies, primary care, healthcare providers and commissioners, social care, the constabulary and other key multiagency partners and Safeguarding Partnerships/Boards locally, across the ICB, regionally and nationally.


The post holder will have regular contact with a wide range of staff at all levels within the ICB, with senior and other representatives of local stakeholders, as well as with patients and their representatives.

  • Safeguarding Leads across Partner Agencies

  • Corporate Parenting Boards
  • Work alongside the Director of Safeguarding and Deputy Director of Safeguarding to oversee delivery of the ICB statutory Adult & Children's safeguarding functions and statutory reviews
  • Present the findings of reviews to the ICB and NHS England as well as other relevant partners ensuring recommendations are implemented
  • Where necessary be contact point for statutory partners (Local Authorities and the Police)
  • Maintain strong communication and liaison with regional Safeguarding leads
  • Attend strategic meetings across the safeguarding partnership arrangements representing the ICB and be the recognised as part of the system strategic leadership for safeguarding
  • Manage agreed ICB system wide portfolio areas, working with designated and safeguarding professionals
  • Support designated professionals in their statutory delivery of the safeguarding agenda in each Place and reiterate approach to working in an integrated and collaborative way with key partners
  • Work with the Director of Safeguarding and Deputy Director of Safeguarding to oversee the delivery of safeguarding in commissioned Providers, providing assurance to the Chief Nursing Officer, key Safeguarding governance groups and escalate concerns as
necessary

  • Prepare and, when required, deputise for the leadership team and present Board reports
  • Alongside the Director of Safeguarding and Deputy Director of Safeguarding deliver an integrated approach to safeguarding with statutory partners, lead and support a culture of continuous learning and ensure voice and lived experience of adults at risk and children are at centre of the ICB
  • Be an active member of the Deputy and Assistant Director Chief Nursing Officer team, supporting wider quality and clinical leadership agendas
  • Align to the regional and national NHSE work streams for safeguarding embedding quality practice standards
  • Continually assess and escalate any risk in relation to safeguarding arrangements
  • Assure the ICB Safeguarding Assurance and Strategy Group and ICB Quality Committee of the effectiveness and barriers to safeguarding and MCA practice
  • Provide an annual safeguarding report and regular assurance as required to the Safeguarding Assurance and Strategy Group and the ICB Quality Committee
  • Prepare local health services for regulatory body inspections of safeguarding and lead on improvement action plans arising
  • Be a visible clinical leader in the provision of quality safeguarding arrangements
  • Lead on strategy to ensure continued development of a skilled, competent and resilient workforce
