The Health and Safety Executive (HSE) is establishing the new Building Safety Regulator (BSR) with the intention of keeping high-rise buildings safe and enable people to feel safe in their homes.

Working with residents and industry to make sure everybody has a voice, BSR will oversee changes to the safety and performance of all buildings and raise industry professional standards year on year.


BSR will serve as a lasting tribute to those who have lost their lives due to poor and substandard buildings and will help ensure tragedies of such proportions as Grenfell are consigned to the past.

Over the coming years, as the powers of BSR increase, we will continue to build our team, creating opportunities for both technical specialists and non-specialists.

Job description:


As the Senior Field Intelligence Officer, you will be responsible for developing and evaluating tactical evidence, assessing threat, risk, harm, vulnerabilities and opportunities which exist and identify gaps.

By establishing and maintaining networks with internal and/or external partners at all levels of seniority, you will ensure appropriate information sharing to achieve shared objectives.


You will prepare and deliver intelligence products to clearly and accurately inform decision-making and provide advice on tactical enforcement options.

You will maintain awareness of innovation within intelligence to ensure implementation of latest techniques and tactics, best practice, and information.

Person specification:


Essential Criteria

You will have experience of the following:

  • Intelligence and information gathering and management, data integrity, storage, security and GDPR to support enforcement action, gained ideally in a criminal law or regulatory context.
  • Understanding of the use of intelligence and evidence by law enforcement agencies.
  • Using a variety of intelligence and information collection methods and techniques, gathering information from a wide range of sources.
  • Understanding and experience of information management and data integrity issues.
  • Researching information from a variety of sources.
  • Interrogating, maintaining and utilising data on a variety of computerised systems, including Microsoft Word, Excel and Outlook.
  • Preparing detailed reports and presenting information in a variety of formats.
  • Planning and managing own workload and working to tight deadlines

Knowledge and skills

  • Able to communicate with a range of stakeholders to provide information and intelligence and ensure understanding.
  • Skilled in using specialist and standard software related to own area of work to extract, analyse and report on data.
  • Able to identify potential opportunities to enhance efficiency and/or effectiveness within own area of work, including developing own knowledge to increase effectiveness.
  • Able to make decisions that affect own area of work and may involve adapting work methods and/or existing procedures and practices in order to achieve results.
  • Good team working skills demonstrating awareness of individual differences and providing support as required.
