Job summary:


His Majesty's Naval Base Devonport (HMNB(D)) is the largest Naval Base in Europe and provides support to the Flotillas, platforms undergoing maintenance and various visiting platforms.

Job description:


  • Accountable to the Programme Office Manager for the delivery of the HMNB(D) Programme Office Governance function, including analysis of programme and planning performance data across HM Naval Base Devonport.
  • Supporting the Programme Officer Manager with the implementation of a Naval Base Operating Model that delivers a forward looking, integrated, resilient, risk led business fulfilling the integration function between key Naval Base stakeholders and Industrial Partners.
  • Identifying and reporting issues that could affect successful delivery of the Devonport Naval Base outputs across all workstreams. Issues include items as scheduling, risks or opportunities, resource or infrastructure limitations, assumptions or dependencies, changes in legislation and must be considered across a wide range of MOD and Industry Provider stakeholders.
Managing the HMNB(D) Programme Office governance frameworks, performance and risk through delivery of:

  • HMNB(D) site governance arrangements.
  • HMNB(D) business strategy and plan.
  • HMNB(D) Risk Management Strategy and framework.
  • HMNB(D) Management Information (MI) and dashboard reports through Power BI.
  • Developing and maintaining the Devonport Business Plan and monitor HMNB(D) performance in delivering Devonport Standing Tasks and Change Objectives as detailed within it.
  • Maintaining governance of the infrastructure programme in conjunction with the Finance and Estates & Service Delivery teams and other partners.
  • Coordinating and collating routine reporting and management information in support of NCHQ, NBC(D), the Executive Committee, the Devonport Enterprise Board, and the Devonport Portfolio Offices requirements.
  • Routinely analysing HMNB(D) Programme Office business procedures, processes and MI to identify improvements that enhance business efficiency and effectiveness, and prepare associated proposals for approval and implementation.

Person specification:


  • Responsible for the development and maintenance of the Devonport Business Plan.
  • Responsible for the maintenance of the HMNB(D) Risk, Issues and Opportunities Register together with the provision of advice and guidance on POL.
  • Responsible for the coordination, provision, and analysis of Management Information to support governance arrangements, and effective decision making as detailed in para 6 of the Primary Purpose.
  • Responsible for the development and maintenance of a Stakeholder and associated Communication Plan.
  • Postholder adheres to the NBC(D) Diversity and Inclusion Policy.

Essential qualification:


Minimum UK Related Framework - Level 5 qualification or extensive relevant experience at the discretion of the SCIG Deputy Head.
