Job description:


We are transitioning to a Project Delivery Centre of Expertise for Defra with responsibility for developing project delivery capability across Defra Group, whilst also providing expertise, support, assurance and advice to major programmes at all stages of the project lifecycle.

We are looking to recruit an individual to provide change management and benefits management support to Defra's portfolio.

You will provide hands-on support, expertise and guidance to our high-priority programmes whilst supporting our long-term objective of developing capability and maturity in change and benefits management across Defra Group as a whole.

Change Managers proactively work with, prepare and support the business to ensure the successful implementation and sustainment of change.

Our Change Managers provide a bridge between the project and business users to ensure that the impact of changes is fully understood, and plans put in place to support people through transition into the intended future state.

They work with business areas to implement change smoothly and to realise business benefits.

You will support programmes and project delivery professionals by helping assess and understand the impact on stakeholders to improve the likelihood of their adoption of the change, champion the use of best practice, provide expert advice for team members and the project delivery community.


Benefits Managers proactively identify, quantify, and track the realisation of benefits used to justify investment in the project or programme.

The Benefits Manager ensures that a 'fit for purpose' approach to benefits measurement and realisation is used to provide assurance that the benefits identified can be achieved.

This can include supporting delivery of the business case benefits and outcomes, championing the use of best practice and provide expert advice for team members and the project delivery community.


Person specification:


To support the benefits and change management activities, you will:


  • Advise on Benefits and/or Change Management activities for assigned initiatives to identify the benefits, size of the change and define the benefits and change management approach to deliver the expected benefits
  • Recommend the appropriate interventions needed to deliver the expected benefits of the change
  • Engage, coach and support the assigned Sponsor to enable them to be active and effective throughout the project lifecycle
  • Aid in setting up and managing an active network of Change Management resource aligned to lines of business to develop tailored engagement plans and targeted 'what's in it for me?' messaging
  • Integrate benefits and change management activities into supported programme/project plans
  • Identify, assess and engage with stakeholders and support and coach them to optimise the impact they can have on project outcomes
  • Codesign and facilitate direct engagement with stakeholders (e.g. workshops) both online and inperson
  • Conduct change impact analysis and design proportionate change interventions
  • Work with impacted groups to assess
