Central to the success of this is the finance department, which influences right across the Council.

The department was recently brought back in house and restructured to help with our ambitious plans to improve the financial management of the authority.

As we rebuild the department, the focus is on the improvement of the services we offer, providing more financial data analysis to decision-makers in those services and supporting non-financial services to become more confident around managing their budgets.


To ensure we attract and keep talented individuals, we are committed to developing from within, supporting staff through internal training and mentoring, as well as supporting external professional training.

This is a predominantly remote working opportunity with occasional in person team meetings, staff can expectto spend the majority of their time working remotely, unless there is a business need to be in the office

The Strategic Finance Manager will report into the Head of Strategy, Treasury and Pensions and work closely with the corporate finance team to develop and manage the councils financial strategy, medium term financial plan, revenue budget and capital programme

Key responsibilities will include:

  • Leading and managing the Council's financial planning function and providing reports to officers and members with regards to planning and budgeting related issues
  • Coordinating the revenue and capital monitoring process to allow for the creation of corporate performance management tools
  • Promoting an integrated approach to strategic financial planning to reflect and support the Council's corporate strategy
  • Leading, managing, and motivating staff to achieve their potential and support their development through professional guidance


Overall, this is an excellent opportunity for someone with a strong analytical or technical background in accounting with a deep understanding of the end-to-end budgeting and financial planning process.

Applicants must be qualified within a CCAB body andexperience within a local authority is favourable but not essential.
