MMP Consultancy currently have an opportunity for a Project Manager (Complex Works/Fire Regs) to join a West London Local Authority.

This will be an interim position paying £450p/d Umbrella.


Role Purpose


To work within a team of project managers to undertake a project management role for planned preventative maintenance (PPM) programmes of works, and capital projects for my clients housing residential and non-residential stock.


To effectively manage all aspects of capital and planned programme of works, as directed, to ensure contracts are undertaken to the required programme, within budget, and achieve agreed Key Performance Targets.

To work in a collaborative manner with my clients framework or separately appointed contractors

To work with all stakeholders to ensure the delivery of a customer focused service


Role Duties

Generally

  • Be responsible for the setup, management and delivery of my clients direct delivery of the capital and asset projects, the number allocated dependent on complexity, and to ensure that the project(s) are delivered to the appropriate quality, on time andwithin budget, in accordance with the capital and asset programme plan and programme governance arrangements.
  • Lead the interdependencies and interfaces between projects within the division and elsewhere in the Council. Ensure the work is coordinated with the programme and other Council initiatives and that appropriate input is received to meet the requirementsof the programme.
  • Develop and enhance all associated commercial management processes, procedures, and systems within respective service in conjunction with wider service base of Property and Compliance team
  • Understand and comply as appropriate with the guidelines, DelegatedAuthority and Governance framework of the Council
  • To develop, introduce and carry out effective performance and project management arrangements to ensure the strategic objectives of my client are achieved and benefits are delivered as planned.
  • As required, represent the Council in negotiations to maintain progress to achieve project timescales.
  • To actively consider new and innovative ways of doing things recognising and promoting the positive benefit of change to improve services and achieve goals.
  • Responsible for managing the delivery team to include Project Coordinators, Council employees, consultants and contract staff as required.
  • Undertake such other duties as may be appropriate to achieve the objectives of the organisation and to assist the Division in the fulfilling of its objectives. Be prepared to work outside of normal hours, including attending evening meetings
  • To be politically sensitive and able to recognise and deal with a range of sensitive issue that impact on the service area
  • To support the development of services / facilities provided as being forward looking, customer focussed and result orientated.
  • To achieve agreed service outcomes and outputs, and personal appraisal targets as agreed with the Senior Program Manager
  • To undertake training and constructively take part in meetings, supervision, seminars and other events designed to improve communication and assist with the effective development of the post and post holder.
  • Commit to the Council's core values of public service, quality, equality and empowerment and to demonstrate this commitment in the way they carry out their duties.
  • Ensure all services within the area(s) of responsibility are provided in accordance with the Council's commitment to high quality service provision to users.
  • Ensure that duties are undertaken with due regard and compliance with the Data Protection Act and other legislation.
  • Carry out duties and responsibilities in accordance with the Councils' Health and Safety Policy and relevant Health and Safety legislation.
  • Operate in accordance with all industry/CIBSE best practices.

Project Management

  • Lead the effective delivery of the project plan(s). Ensure that professional services consultants and contractors perform their duties such that the projects are delivered to the appropriate quality, on time and within budget, meeting the necessary designstandards.
  • Have expert analytical skills to make informed, balanced business decisions and reporting findings back to Senior Project Manager and Head of Service.
  • Undertake risk assessments to determine whether appropriate commercial management and contingency arrangements are in place to ensure the effective and continuous provision of services and assist in the provision of direct support in emergency measuresundertaken by the Local Authority or its Partners.
  • Be responsible for the ongoing development of the project plan(s). This will include finalising business cases, which are developed in sufficient detail to progress procurement and construction and producing programme schedules for the main elements ofthe project(s). This involves coordinating user groups to develop and input to designs, value for money costs, operational procedures and monitoring requirements.
  • Coordinate the preparation of output specifications for the different projects
  • Responsible for progress monitoring and reporting, escalating risks and issues in a timely manner. In so doing lead in the preparation of reports and proposals for the Direct Delivery Capital and Asset Management and the various committees relevant to theprogramme.
  • Provide advice and support for senior officers in programme delivery and ensuring effective information flow.
  • Manage through clear goal and target setting and monitoring, to foster and develop corporate and cross directorate working particularly, regeneration, and community engagement.
